Book review. In Defense of Looting: A Riotous History of Uncivil Action. Vicky Osterweil

Written in the wake of the 2014 protests in Ferguson, Missouri, Vicky Osterweil’s central argument is that looting and rioting are positive actions, which ‘in most instances… transform and build a nascent moment into a movement’. She maintains looting makes ‘day-to-day life easier by changing the price of goods to zero’, redistributes wealth and ‘reinforces bonds of solidarity’, concluding ‘we need to argue for and defend every tactic that might overturn white supremacy, capitalism, empire and property. [my emphasis added]

A significant part of the book is devoted to criticising nonviolent struggle which, at one point, she claims ‘is structured around victim blaming and anti-Blackness.’

Centred on the US, there are, to be sure, interesting sections – on the racial roots of property, the slavery origins of the police, and the Black-led resistance to these oppressive historical forces. There is a reliance on secondary sources, which wouldn’t be a problem if all the provocative arguments were referenced adequately. Instead, one can go pages without any citations, rendering assertions like Black riots formed ‘a central part of the [1960s civil rights] movement’s power and effectiveness’ largely meaningless.

I’m often attracted to polemical writing, but Osterweil is maddingly simplistic. One chapter is titled ‘All cops are bastards’. Elsewhere, she claims FDR’s New Deal ‘did nothing more than strangle a revolutionary movement in its cradle’ [my emphasis added], and seems to think pointing out Martin Luther King travelled with an armed entourage fatally undermines the case for nonviolence (there is no reference for this, of course, though a 2016 Associated Press report I found suggests this only applies to King’s early activism in the mid-50s).

Tellingly, Osterweil fails to engage with any of the academic or historical literature highlighting the efficacy of nonviolence, with no mention of the work of Erica Chenoweth and Maria Stephan, researchers in the orbit of the International Center on Nonviolent Conflict, Gene Sharp or George Lakey.

She is also blasé about the fact looting and rioting often leads to people being injured, and sometimes killed – either by state repression or the rioters and looters themselves – and shows little interest in evidence confirming nonviolence engenders more support from the public and media. For example, a June 2020 Reuters/Ipsos poll of Americans about the Black Lives Matter protests found 73% of respondents supported ‘peaceful protest and demonstrations’, but only 22% backed violent protests. A recent peer-reviewed article in the American Political Science Review by Omar Wasow came to similar conclusions, as well as finding violent protest caused a rightward shift amongst voters.

Unserious and incurious, this book won’t change the minds of seasoned peace activists though, worryingly, it might influence those who are in the process of forming their views on protest and political change.

Visiting Britain last month to co-facilitate a workshop organised by Peace News, US activist Betsy Leondar-Wright read two books to prepare: Owen Jones’s Chavs and Estates: An Intimate History by Lynsey Hanley.

Important books in their own right, they were especially pertinent as the workshop explored a topic that is rarely discussed: class and classism in activist groups and organisations.

An assistant professor of sociology at Lasell College, Leondar-Wright, 62, has spent her adult life exploring this contentious issue, publishing Missing Class: Strengthening Social Movement Groups by Seeing Class Cultures with Cornell University Press in 2014.

“Class-culture differences often hamper movement-building,” she explains in the book’s introduction. These differences often play a role in common organisational problems, she argues, such as low turnout, inactive members, offensive behaviour and certain members dominating discussion.

She tells me about her own elite class background when we meet in a central London hotel. “During my childhood my Dad rose through the ranks on Wall Street… he started out selling bonds and ended up the vice-president of an investment firm,” she explains.

“And my mum was a nurse and stopped working when I was born. So we kind of rose from middle middle-class to quite upper middle-class during my childhood.”

After attending a private school, in 1977 she dropped out of Princeton and joined the radical, nonviolent activist network Movement for a New Society (MNS) and became active in the anti-nuclear movement.

Hugely influential in its time, MNS ran workshops on racism, sexism and homophobia. After some members became angry at the classism that existed in the organisation, Leondar-Wright says there was an “internal class revolution” which led to workshops being introduced to deal with classism too.

Having co-facilitated many of those workshops, today Leondar-Wright sits on the board of Boston-based Class Action, an organisation that works to end classism and extreme inequality.

Why have activist groups that have a relatively high degree of awareness of racism and sexism ignored class for so long?

“The US is worse than Britain in how few people have class identities,” she says. “The majority of people if they are asked an open-ended question: ‘What is your class?’ people will say ‘middle class’ who have blue-collar working-class jobs and [so will those] who are very wealthy.

“It’s an absurdity of our culture,” she says about the aversion to using the term “working class.”

Even politicians on the left such as US Senator Bernie Sanders will not say “working class,” she says. “It sounds vaguely Marxist, and they are always on alert to not sound condescending and demeaning towards their voters.”

However, she also believes the left shares some of the blame, with what she calls “voluntary downward mobile” people — progressives who choose not to maximise their income — often obscuring and ignoring their own class privilege.

“So in the mainstream it is something to avoid — to identify as working-class. On the left something to avoid is to identify as class privileged. So between those two we are just a pit of confusion.”

Conducting extensive research on activist groups across the US for her book, Leondar-Wright found “a surprisingly large number of attitudes and behaviours” influenced by class.

“Two that really stick in my mind are language and leadership,” she says. “So language… vocabulary differences, how long or short you speak, humour differences, ways of speaking.”

For example, she found professional middle-class groups used more words but spoke less often, while members of working-class groups talked more briefly but more often.

Fascinatingly, she discovered working-class majority groups laughed on average once every 8.75 minutes, while professional middle-class majority groups only laughed on average once every 15.71 minutes.

She also highlights how university-educated activists are often attached to potentially alienating abstract terms: “They just have to say them. So among my radical friends there are people who have to say ‘white supremacy’ every time race is mentioned… there are people who have to say ‘patriarchy,’ people who have to say ‘capitalism’ and have to say ‘socialism’. Their radical politics are wound up in some word that compacts a whole analysis.”

This is fine as it goes, she says, “but one of the things that I want to persuade people to do is do not use your meaningful abstract word when you don’t have time to unpack it. Use it but don’t start with it. Start with something that connects to the listener.”

On leadership, she found “anti-leadership attitudes strongly correlated with professional middle-class and upper middle-class backgrounds.”

Meanwhile, in “the movement traditions that were majority working-class, there was just an acceptance that, as long as leaders are accountable, as long as they are acting on the community’s behalf, then it is a good thing. The strength of your leader is a good thing. It gives you more power.”

Though it’s a popular tactic among many progressives today, Leondar-Wright is highly critical of the concept of “calling out” — the “practice of if someone says something in which you detect some sexism or racism or classism you just immediately and loudly denounce them in front of others.

“It’s based on a misunderstanding of what causes change,” she argues. “It leads to people quitting groups and falling into factions and all these things that are not moving towards social justice.”

She paraphrases her MNS colleague George Lakey: “A university education trains you to sit in judgement of others. Professional middle-class dominated movements or elite dominated movements often get this harshness towards each other,” she adds. Calling out, then, often has a nasty element of classism to it.

Instead, Leondar-Wright favours the idea of “calling in,” a concept coined by African-American activists. This involves “moving toward” the oppressive person and empathically engaging with the person and their views, rather than shunning them.

“I think that is really smart. It’s building the strength and the closeness and the solidarity of groups. To me that is a better practice.”

As she was researching her book, the Occupy movement sprang up in the US. Leondar-Wright was a keen supporter, though found it embodied many of the class-based problems she was researching.

“Some Occupy groups had gotten bogged down in group process quarrels and ideological quicksand,” she writes in the book’s conclusion.

Several of her initially enthusiastic friends dropped out of Occupy Boston, she explains, complaining of “long meetings, jargon, eccentric hand signals and a shortage of specific winnable demands.”

Observing a three-hour general assembly meeting, she observed many people of colour and with working-class accents were not fully participating.

“The much-touted horizontal participatory democracy of Occupy… seemed to make space for some process-savvy people’s voices but to shut out others, including some of those personally affected by the financial crisis that triggered the movement.”

Turning to the political upheavals in her own country, Leondar-Wright has been dismayed by the response of many liberals to the rise of Donald Trump and his supporters.

“We have these plutocrats and would-be fascists in power,” she says. “We’re panicked about what has happened in Washington, but also panicked and infuriated by the super, super classism among liberals and even some leftists.”

In an article published on the Class Action website earlier this year, she criticises the liberal elite’s focus on the “white working class” and use of classist language such as “stupid,” “crazy,” “deplorables” to describe those who voted for Trump.

Not only is it inaccurate — the white working class itself is politically diverse and, moreover, 54 per cent of college-educated white men voted for Trump — it’s also deeply unhelpful.

“Respectful engagement with someone offering a different worldview is the context in which people shift their frames,” she writes. “Ideologies morph over time. People change their minds. The people who horrify us, whose votes brought this catastrophe upon our land, they’re regular human beings. We demonise them at our peril.”

With liberal contempt for democracy and the general public seemingly rising after the election of Trump in the US and the Brexit vote in Britain, her fascinating analysis of class and classism is more important than ever.

As she argues in her book: “In a country with a working-class majority, a mass movement must be built with working-class cultural strengths in its bones,” something which if successfully implemented “could be transformative for future social movements.”

My new Peace News article ‘The biggest fight of our lives’ includes comments from George Lakey, Matt Kennard and Alex Nunns. Due to space considerations I could only include a small portion of the commentary each of them sent me in the article itself. Below are their full comments.

Why is Jeremy Corbyn seen as such a threat to the British establishment?

Matt Kennard, author of The Racket: Corbyn is seen as such a threat to the British elite and establishment because he is a major threat to their interests. They are not stupid. They understand when a political figure and movement endangers their ability to retain domination of the economy and political system. Never in the history of Britain has an anti-imperialist socialist ascended to the position of leading any of the major parties. It’s huge moment in British history – and arguably world history. If he becomes Prime Minister it will be the first core capital country ruled by an anti-imperialist socialist. They have every right to be fearful. Corbyn is the real deal, he can’t be assimilated into the state-capitalist elite’s framework on either end of their spectrum. Because of that they have to turn to unconventional warfare, which we’ve seen over the past two years every day.

The threat Corbyn poses is that he shows that Another World Is Possible. His vision is optimistic about what we can achieve as a species and upends all the useful ideology that has been built up over the neoliberal period that says we have to cut public spending and to eliminate any idea of collectivism. Corbyn has shown that it doesn’t have to be like that, and not only that, but these policies are popular amongst the electorate. He has put to bed for generations the idea that left ideas can’t win elections, the idea they’ve been beating us with ever since 1983 and Michael Foot’s ‘longest suicide note in history’. Now, we find out that actually it was the policies themselves that the Labour right didn’t like, not that they won’t win elections. The 2017 elections changed everything.

Alex Nunns author of The Candidate: Jeremy Corbyn’s Improbable Path to Power: There was a period when Labour under Corbyn was accused of being no more radical than under Ed Miliband, but those criticisms were dispelled by the election manifesto. It’s inconceivable that Miliband would have stood on a promise to renationalise energy, water, railways and the Royal Mail, for example. The difference is shown by the two leaders’ tuition fees proposals. Miliband’s offer to reduce tuition fees by £3,000 to £6,000 was a neat encapsulation of his entire leadership strategy: well-intentioned but timid. Corbyn had a no-nonsense approach: Labour will abolish fees all together.

There’s clearly been a fundamental shift in Labour policy. If you look at the policy papers Corbyn released in the 2015 leadership contest, which were pulled together in a rush by his policy advisor Andrew Fisher, so many of them appear in the 2017 manifesto, also authored by Andrew Fisher. A National Education Service, rent controls, a National Investment Bank—it’s remarkable the extent to which Labour ran a general election on Corbyn’s leadership contest platform. That programme was such an astonishing success in 2015 precisely because it was such a break from Labour under Blair, Brown and Miliband, so I don’t think it’s possible any more to argue that Corbyn offers reheated Milibandism.

Corbyn is seen as such a threat by the establishment because he would mark a historic break with the Thatcherite consensus that has dominated British politics for more than three decades. Extracted from its political context, Labour’s 2017 manifesto could be seen as quite mild compared to historic socialist and social democratic programmes. But politics is all about context, and while the manifesto was not perfect, it represented a bold challenge to the status quo. It unashamedly outlined a vision of a different society based on the principles of collectivism and universalism, after decades of individualism and means-tested entitlements.

Of course what the British establishment fears most about Corbyn is his foreign policy stance, which wasn’t so clearly represented in the manifesto—for example the continuation of Trident was in there because it is Labour Party policy, but it’s obviously not Corbyn’s preference. But I think the British state fears that he means what he says on foreign policy, and if he was prime minister he would have an enormous opportunity to transform Britain’s role in the world. That would meet fierce resistance.

If Corbyn’s Labour Party is elected into government at the next general election, how do you think the British establishment will try to undermine it?

Alex Nunns: In every way possible! We know from history what usually happens when left governments are elected. They face destabilisation from capital, both domestically and internationally, they are subjected to a hysterical press operation to undermine them, they face diplomatic pressure from other countries, and they have to deal with sabotage from the state they have been elected to run. We’ve already seen threats of a military coup against Corbyn.

There is one caveat though: how vociferous these efforts are depends on the circumstances. We don’t know when the next election will be, but it’s possible that the instability of Brexit will present a unique historical opportunity for a radical Labour government. The forces of capital are not onside with the Conservative Party’s version of Brexit. It’s possible to imagine circumstances where tolerating a Corbyn government, at least in the short term, becomes an option for them. It was very interesting in the 2017 general election that business and the state did not intervene in any major way on the side of Theresa May. No doubt that was largely because they all expected a Tory landslide anyway, but what didn’t happen in the election was almost as interesting as what did. There were no doom and gloom threats about a Labour government from big business, there didn’t seem to be an effort to sabotage Labour by the state. Given that even Conservatives now expect Corbyn to win the next election, you’d expect it to be different next time. But Brexit throws a unique variable into the equation.

Matt Kennard: Well, the method of choice in peripheral world economies has been military coups and political assassinations. I’m thinking of people like Allende in Chile or Lumumba in the Congo. I wouldn’t expect that to happen in the UK, but the establishment has never been tested properly in this way for centuries (we never had a revolution in the French sense so the social relations and the aristocracy are literally centuries old).

But there’s other ways to do it. And actually what is happening to Donald Trump in the US is instructive. I despite everything he stands for and worry for the future of humanity while he is president, but it’s still clear that the overt imposition of the deep state into the political life of the US is hugely worrying. If they do this to a far-right oligarch who threatens what the establishment wants, they will do the same, probably worse to a left-wing version who doesn’t accede to bombing the designated enemy of the day.

George Lakey author of Viking Economics: How The Scandinavians Got It Right – And How We Can: They will use whatever tactics and strategies will put us on the defensive, because, as Gandhi never tired of pointing out, going on the defensive is a sure way to lose! If they are smart strategists, they will be flexible and keep trying things that will get progressives to mount the barricades in defence.

Military generals agree with Gandhi about the importance of staying on the offensive. Even folk wisdom has an appropriate saying: “The best defence is an offensive.” So avoid trying to maintain any previously-made gains; instead, go forward to make new gains. Even when Corbyn himself is attacked, an obvious thing for them to do, don’t meet them on their terms but instead borrow the old civil rights expression and “keep your eye on the prize:” escalate your efforts to make new demands and new gains.

How can activists, grassroots groups and concerned citizens support Corbyn’s Labour Party in office?

Alex Nunns: The first 19 months of Jeremy Corbyn’s leadership proved one thing above all else—it’s not enough to just elect a leader and think the job is done. Corbyn was leader of a party he did not control. When there was an emergency, such as the coup in 2016 or the general election in 2017, the movement that propelled Corbyn to the fore showed how powerful it was. But in between times, when the action receded to Westminster, there were lulls in the movement and Corbyn struggled as a result. The need for the movement to stay mobilised will be multiplied by a hundred when Corbyn is in government. For this whole project to achieve success, it won’t be enough to have Corbyn as prime minister. He will face resistance. Only the political strength of a movement embedded in society will be able to push him through it. It will have to be on a scale we haven’t seen so far, not even in the general election. This pressure will need to be exerted not only in the Labour Party, but in the broader social movements. How can Corbyn change foreign policy without a powerful anti-war movement? How can he overturn the economic orthodoxy of decades without the anti-austerity movement buttressing him? It has been an exhilarating two years since Corbyn emerged, but the work of campaigners and activists has only just begun.

Matt Kennard: I think it’s clear that just getting out on the streets and talking with people and telling [them] what Corbyn’s Labour is about is powerful. The Momentum mobilisation during the general election was amazing. I door knocked for the first time and I’ll do it a lot more. It’s really important. Also, making sure the Labour Party is democratised in this period is so important. This is our chance to open the party up and make it a mass social movement rather than a plaything for elite liberals who want power. The numbers are on our side which is why the Labour establishment is trying so hard to stop the many efforts to democratise the party and give more power to members. I would give up if I were them, it’s never going to be stopped now, there are too many of us who have been galvanised and involved. Every member vote is won overwhelming now by Corbyn-affiliated candidates. So everyone should join Labour and Momentum. This is a unique historic moment and chance and we have to grab the opportunity.

The other thing is become active on social media. I was initially resistant to social media because I think it plays on some of the worst aspects of human nature, especially narcissism. But the general election proved how important it is now. The Sun and The Daily Mail no longer have the power to sway elections through doing PR for establishment. When they spout lies and nonsense, they will be shamed online, it happens all the time. It’s powerful and we should continue doing it.

George Lakey: What puts us on the offensive, where we can win, is (1) to identify just demands that are in alignment with widely-shared values and can be expressed in common-sense terms. Then (2) to identify a target that can deliver that demand, which might be governmental but could instead be an economic entity like a bank or corporation. Then (3) to launch (or reinforce) a nonviolent direct action campaign that (a) uses a series of escalated actions and (b) attracts a growing series of allies.

A cluster of campaigns around a particular issue becomes a movement. One advantage of a movement is that any particular campaign can succeed or fail in achieving its particular demand but the movement as a whole can nevertheless succeed. Another advantage of a grassroots movement is that it stimulates campaigns around other issues, which in turn can cluster into movements. In the process of all this it’s wise to do intentional leadership development and empowerment at the grassroots, without which the one percent continues to hold too much power no matter how much drama we create with our campaigns.

As the number of movements grows, it becomes possible to create a “movement of movements.” In that stage we become a decisive force on the macro-level and provide openings for Corbyn and other party political leaders to do their part in the arena of state power and, so to speak, “seal the deal.”

Fortunately, we have nearby examples of successful strategy in 1920s and ‘30s Norway and Sweden, especially in their understanding of the role of political parties in making fundamental change. They understood the difference between the tail and the dog. The dog was the animating power of social movements — mobilized grassroots coercive power for change. The tail was the political parties that represented the grassroots in Swedish and Norwegian Parliaments.

The movements’ mobilizations took place mainly through direct action campaigns and cooperatives, both of which remained independent of the parties. The movements strategized independently because they believed that equality, freedom, and shared prosperity could only come from a power shift in society. They saw the political party as the tail of the dog, expressive and useful, but not the same as the animating force, which is the heart and mind of the dog. Jeremy Corbyn’s career has shown how much he understands how fundamental the movements are; the question is whether his new young followers understand that.

I learned from studying Norway and Sweden that if they had relied on Parliament and the electoral process, they would still be waiting for the power shift that in the 1930s enabled them to invent the Nordic model that has out-performed Britain and the U.S. for over 60 years. From the perspective of power, Parliaments negotiate and express change, they don’t make change.

If Jeremy Corbyn is somehow elected Prime Minister, the great temptation in Britain will be to repeat what I call the Obama Syndrome. In the U.S. progressives saw Obama’s election as placing our ally in the White House. What most forgot is that the priority duty of the state’s leader in the U.S. (and UK) is to govern, that is, to hold the state together while managing it. Most progressives fantasized that Obama could instead lead the country into a disruptive period of major change.

I knew that Obama wanted to do so: he’d already acknowledged the correctness of a single payer health plan like Canada’s, and the primacy of avoiding austerity, making peace, and even dealing with climate change. Like the UK, however, the U.S. remains dominated by its one percent no matter who is elected president. Changing that power dynamic cannot happen via the electoral arena, especially when the leader’s party base (the Democrats in the U.S., the Labour Party in the UK) is already owned by the elite.

The way to use an ally in the position of President or Prime Minister is not to fantasize that “they can lead us” but to create the conditions under which they can use their limited power in a one percent-dominated system to tip the balance in struggles between the majority and the one percent.

I knew that Obama would need militant mass movements using direct action to enable him to manoeuvre for major policy changes. Americans were befuddled, however, about which was the dog and which was the tail, and somehow expected Obama to deliver outcomes even though the masses of people were not demanding them through direct action.

The good news if Corbyn is elected is that progressives can do what grassroots movements do best: people power. We can give up one-off protests (rarely worth the time and effort) and organize direct action campaigns with specific demands that can be formulated as common sense and gain wide support, then implement a strategy of escalation in which, to use Dr Martin Luther King’s phrase, a “crisis is created” that forces a response on the state level.

The bad news if Corbyn is elected is the temptation to repeat the Obama Syndrome: an electorate that believes it delivered a “mandate” for change and is disappointed that the valiant leader didn’t somehow “deliver.” A “mandate” is a concept in search of legs; it has no power on its own. Progressive power comes from the collective, disruptive nonviolent action of the people.

One way to use the Corbyn political moment is to allow the freshness that he represents to spread to our own movement actions and organizing methods. For example, progressives could experiment with “taking the pledge” at the outset of each campaign, agreeing never to organize a march or rally.

Why? The pledge empowers the creativity that is too often suppressed at the grassroots. I’ve found that campaigners taking the pledge come up with a marvellous diversity of actions that energize them and motivate others to join them. Their creativity itself breaks through the disempowerment that keeps so many on the sidelines. You need never march or organize a rally again!

How we can win the Nordic model for the UK: an interview with George Lakey

Active in social movements since the 1960s, in 1971 American George Lakey co-founded the radical group Movement for a New Society, and in 1973 he wrote the influential book Strategy for a Living Revolution, a guide for achieving nonviolent revolution. More recently he was Visiting Professor of Peace and Conflict Studies at Swarthmore College in the United States and has been involved in the Earth Quaker Action Team campaign opposing mountain-top removal coal mining.

Now 79-years old, Lakey has just published Viking Economics: How The Scandinavians Got It Right – And How We Can, Too. Having married a Norwegian, lived in Norway for a year in 1959 and visited the region many times since, he argues the superior Nordic model is within reach of the neoliberal US and UK, although it will take large-scale struggle with the economic elite to achieve it.

I interviewed him about ‘the Nordics’, their history and how their social and economic policies could be won in the US and UK.

Ian Sinclair: What have the Nordic countries “got right”?

George Lakey: What economists call the Nordic economic model generates an extraordinary amount of both equality and individual freedom. We can see the synergy on both small and large levels in those countries.

All new parents, for example, are offered many months of paid family leave when they give birth or adopt. In a mixed-gender couple, part of the leave is reserved for the male. If he refuses to take his part of the leave, the couple loses his part of it. With parental paid leave each member of a couple experiences fuller opportunity to parent in the first year of a child’s life – or not, as that person chooses. In other societies that opportunity would be reserved for the better off. At the same time, the policy nudges the couple toward equality in roles and responsibilities.

This is one of a thousand features supporting both equality and freedom made possible by the Nordic design. A macro example is a typical large Norwegian corporation being owned largely by government but individuals invited to own shares as well up to a certain amount. Widespread public ownership, alongside the large cooperative sector, reduces the inequality that otherwise accompanies an economic market. Substantial individual wealth and inheritance taxes further reduce inequality.  Nevertheless, the entrepreneurial spirit is alive and well, and there are more start-ups in Norway per capita than in the US. Entrepreneurship can be seen as the application of creativity, and it gets public support just as does the thriving sector of performing arts.

While the countries I studied – Denmark, Iceland, Norway, and Sweden –may share an economic design with a half century track record of remarkable outcomes, they are not utopias. Norwegians admit to me, “We are a nation of complainers.” I’ve met many Nordics who see more problems that need to be solved.

IS: In your book you note that at the turn of the twentieth century the Nordic countries had very high levels of inequality and poverty, with many people emigrating to the United States and elsewhere. However, as you say, today the Nordic countries consistently top international measures for human development and well-being. How did this transformation occur?

GL: People organized themselves into mass direct action movements to force the economic elite out of dominance.  Of course the privileged defended themselves, suppressing the press, jailing organizers, hiring strikebreakers. The historic details vary for each country. In each case it required cross-class alliances.

In Norway the elite organized the Patriotic League in 1926 to wade into strikes and violently defend replacement workers. In the ‘30s [the government minister Vidkun] Quisling organized a Norwegian Nazi paramilitary force to march in the streets to provoke violent clashes with working class activists. Nonetheless, the nonviolent militancy in the workplace and rural areas made the country ungovernable, and the economic elite was forced to allow the workers’ and farmers’ movements to take leadership of the country.

For Sweden the turning point came in 1931 when, in Ådalen Valley, workers struck three lumber mills at once and four thousand workers picketed the owners and government officials. Troops fired into the workers’ march, killing five and injuring five more. The workers called a national general strike, forcing the conservative government out of power and replacing it with the Social Democrats who ruled almost without a break until 1976.

IS: You also discuss the key role played by trade unions in this transformation.

GL: To make a nonviolent power shift a mass of people whose cooperation is necessary to operate the system must be willing to force change by withholding that cooperation. A century ago, when nonviolent struggle appeared to have only a few tactics in its arsenal, the obvious means of noncooperation was the strike. Industrialization was generating the “nonviolent soldiers” who could do strikes: the workers. These days we know far more nonviolent tactics that can make a country ungovernable. Mass noncooperation can be precipitated in more ways than the Nordics did, so today’s revolutionary strategy is not so dependent on the workers and their unions.

Union organizations, of course, vary widely on their willingness to wage class struggle.  The Nordics give us a recent example.

The influence of Thatcherism in the 1980s became threatening to Scandinavians and the unions there lost confidence. The governments of Norway and Sweden relaxed some bank regulations, with nearly disastrous results. Observing this trend among their Viking cousins and knowing Thatcherism was also growing in Denmark, the Danish workers defied their own unions and launched a general strike in 1986, including barricading parliament in its building in Copenhagen. The workers frustrated the neo-liberals’ plans and prevented Danish bankers from running wild. Remembering the distinction between the union leadership and the members can matter for strategy.

IS: What is the current political situation in Scandinavia today? Are the gains made by the social movements in the twentieth century holding firm or being degraded?

GL: Forcing a power shift in the last century doesn’t mean the class struggle disappeared. Small countries are vulnerable not only to internal tensions but also to manipulation by global market forces. Knowing this, Norway refused to join the EU, even before it gained the security of its oil find. Norwegians could see that the EU was led by neo-liberals, and they wanted the freedom to continue on their left course. Sweden and Denmark did join the EU but stayed out of the Eurozone, maintaining maneuvering room for themselves.

In my book I present a mixed picture of today’s Nordic class struggles: both losses and wins.  Here are a few of the many on both sides. Inequality has risen, although they remain at the top of the heap for equality. Belts are tightening on services, although they are still far more generous than other countries. Sweden struggles with maintaining the Nordic full employment policy. The mighty cooperatives are not matched by achievements in worker democracy in the other workplaces.

On the other hand, Sweden took in per capita the most Middle Eastern refugees of any European nation. Norwegian citizens can challenge Norwegian corporations’ behavior in the Global South and force changes. Iceland only a few years ago jailed bankers and brought down their government in the “Pots and Pans Revolution.” All the Nordics are speeding ahead in addressing climate change.

The Nordics remain largely faithful to their trademark approach to benefits: not means-tested (“welfare”), but applied to all (universal). I don’t call those countries by the misleading term “welfare states.” They are actually “universal services states,” and that is key to their success in virtually abolishing absolute poverty.

IS: What strategies and tactics do you think activists in the US and UK should employ to move from our current neo-liberal, high inequality economies to something approximating the Nordic Model?

GL: First, we should learn from the example of the Danish 1986 general strike: “go on the offensive.” The Danish workers didn’t just try to defend previous gains – they fought for further gains for working people.

Gandhi and military generals agree on at least one point: nobody wins anything on the defensive!  The activist history of the UK and US since the Thatcher/Reagan counter-revolution sadly forgot this strategic necessity of staying on the offensive – and paid the price. In fact, the biggest UK/US activist win since 1980 has arguably been rights for lesbian/gay/bisexual/trans people. The LGBT struggle stayed vigorously on the offensive!

Remaining on the offensive requires a vision of what we truly want.  Vision is where our demands should come from rather than from our fear of what we might lose. The Scandinavians a century ago took the time to get out of their little activist groups to gain wide agreement on a positive vision.

This can put radicals in a dilemma. Many Nordic radicals who wanted to win understood that the movement’s vision couldn’t express the full extent of their personal yearnings and still gain broad agreement. The vision had to be seen as practical and achievable within the middle term, a horizon that could inspire all-out struggle.

A sufficient number of middle class intellectual radicals overcame their class training (to be superior, differentiating egos) so they could join the growing mass movement that could unseat the one per cent, thereby opening the space for all kinds of possibilities – even some radical ones.

We are in a fundamentally new political moment from that of the 1920s/30s. At that time, no one knew for sure if there was a variant of socialism that would actually work to achieve a high degree of equality, freedom and shared prosperity. Now, we know. There is a track record, an economy that consistently out-performs the Anglo-American economic model, despite the disadvantages of small countries in a fierce and globalized world. My book shows that the practical argument is now entirely on our side.

What remains strategically is to sharpen the art of nonviolent direct action campaigning that meets people where they are and deepens their skills and knowledge while building ever more powerful movements. It may be time to drop the one-off protest and routine march and rally!  Campaigns with (a) specific grievances and (b) winnable demands and (c) a target that can be forced to grant the demand are the campaigns that empower. Empowered campaigners can then merge into mass movements that – when history opens the opportunity – become a “movement of movements” that can force a power shift.

The Nordic examples are included in an online, searchable database of over a thousand campaigns from nearly 200 countries: the Global Nonviolent Action Database. Campaigns range from those that have overthrown military dictatorships to those that forced local resolution of environmental dangers.

Campaigns are not sufficient to make a revolution, but their vitality, creativity, and escalating confrontation are central in making the power shift that gives us a chance to build the new society, as different from our present order as contemporary Scandinavia is different from that of a century ago.

IS: A common critique of your argument pushing for the US and UK to adopt Nordic-style economic and social policies is that it is unlikely to work as Nordic countries are very different to the US and UK – they are smaller, more homogenous and have very different political cultures. How do you respond to these challenges?

GL: The Nordic countries represent to me small laboratories in which experiments have been tried and conclusions reached. Through theory, trial and error they have achieved “best practices” in many areas, according to third party global measures.

Two attitudes are commonly held toward these practices. The first attitude was voiced by Hillary Clinton in an election debate with Bernie Sanders when he referenced a feature of Denmark’s political economy. “That’s Denmark,” Clinton said dismissively, certain it could have no relevance to the exceptionalist USA.

The second attitude was voiced by a delegation of Chinese economists and policy-makers who were sent by Beijing to investigate Norway.  I interviewed researchers in Oslo who had previously received the Chinese. They told me they were surprised by the Chinese government’s interest. I was as well, knowing that China makes the U.S. seem a small and homogeneous country compared with its own size and cultural complexity.

When asked, the Chinese said some economic questions are affected by scale and cultural diversity, and some are not. The Chinese were curious to learn what had been working “in the lab,” eager to identify the features that could scale up to provincial or even national size within China.

As a curious sociologist, who is strongly dissatisfied with the US economy, it is easy for me to be interested in the best practices of others.

IS: Doesn’t the election of Donald Trump as president suggest, if anything, the American population is moving further away from supporting the things that make up the Nordic Model? 

GL: The situation on the ground is the opposite from what you imagine. When we compare the votes for Trump and Clinton, we find that more supported Clinton than Trump, but the voters for the major candidates were far exceeded by those who didn’t vote for either Clinton or Trump – almost half the total electorate, most of whom didn’t bother to go to the polls at all.

The election reveals a deepening crisis of legitimacy for the American political class. In November the polls attracted the lowest percentage of eligible voters in 20 years – only 58%. Because of this, our next President was elected by roughly one in four of the eligible voters. And in exit polls, about one fifth of Trump’s voters said they don’t actually consider him to be competent to be President. To me, this does not sound like a mandate from the American people!

The story of voter participation is accompanied by the trend away from registering as Democrats or Republicans; more people are choosing “Independent.” Deep anger and alienation is felt by voters who feel abandoned by both of the major parties. Recent opinion polls asking about issues find majorities backing policies characteristic of the Nordic model, including aggressive anti-poverty measures, decreased rewards to the rich, the equality profile of Sweden rather than that of the US, and actively addressing the climate crisis.

For the history-minded, the combination of declining legitimacy of the established order with preference for an alternative is the recipe for system change.

The 1,000-year ago Viking spirit of expedition emerged in the twentieth century and inspired people to, economically-speaking, go where no one had gone before. We need not be so brave as the twentieth century Nordics were; we do not need to expedition. We can, more cautiously, learn from best practices already established, then take on the struggle with some confidence.

Book review: Viking Economics by George Lakey

Though it is written for a US audience, George Lakey’s new book Viking Economics: how the Scandinavians got it right – and how we can, too has much to offer progressive activists in the UK concerned about the ongoing imposition of austerity measures and the political settlement that will come out of Brexit.

According to Lakey, the economies of the descendants of the Vikings ‘have a sixty-year track record of delivering increased freedom and equality’ – a political reality he believes is within reaching distance for the US. A visiting professor for Issues of Social Change at Swarthmore College in the United States and Peace News regular, Lakey bases his thesis on a wealth of academic studies, interviews with experts and personal experience – he married a Norwegian, lived in Norway for a year in 1959 and has returned many times since.

However, as Lakey notes above, today the Nordic countries have been transformed, consistently topping international measures for human development and well-being. Focusing on Norway but also covering Denmark, Sweden and Iceland, Lakey highlights how the relatively high-tax ‘Nordics’ have achieved close to full, largely well-paid employment, universal healthcare, free higher education, a healthy work/life balance, and generous welfare states, while significantly reducing poverty and building modern and efficient infrastructure.

Lakey does a good job of highlighting how this differs from the neoliberal, business-friendly US and UK, citing Kate Pickett and Richard Wilkinson’s seminal work The Spirit Level: Why More Equal Societies Almost Always Do Better to explain how high inequality has a detrimental effect on a range of social factors, from trust among the population to levels of crime.

How the Norwegians and other Nordics achieved all this comprises the heart of the book, with Lakey telling a fascinating history of struggle that is largely unknown to progressive activists in the UK.

Following the fight to gain union recognition in the 1880s, the infant union movement set up its own party, the Norwegian Labour Party, and national trade union. Influenced by the advanced labour movements in the US, a vibrant leftist political culture emerged, with supportive middle-class intellectuals setting up Mot Dag in 1921, arguably the most influential periodical in Scandinavia at the time. After the Great Crash of 1929, strike activity – including a general strike – significantly increased despite harsh repression from the government and employers, with the defence minister Vidkun Quisling sending in the army to quell a strike in the town of Skien. During this period, labour increased its representation in parliament until it eventually became the dominant party. ‘Norwegians created a small, visionary social movement that grew, engaged in struggle, attracted allies, and won’, Lakey summarises. Victory led to a fundamental power shift in the country, forcing a political settlement that led to the ‘Nordic Model’ being established in the 1930s.

More recently, noting how the defeat of organised labour during the Miners’ Strike in 1980s Britain allowed Thatcherism to run rampant, Lakey compares it to the industrial struggle that occurred at the same time in Denmark. With a centre-right government seeking to impose austerity measures, the Danish unions went on the offensive, pushing for a pay increase, shorter working week and more taxes on corporations. When the government tried to impose its will and ban strike action, workers gathered outside parliament and wildcat strikes erupted around the country. The government was forced to compromise, and their neoliberal agenda was largely shelved.

In short, it was union-led, nonviolent struggle that led to the transformation of Norway and the other Nordics. And, importantly, with electoral channels often blocked, it was extra-parliamentary direct action that was the initial engine of change. Furthermore, Lakey is keen to highlight the fact that the social democratic consensus that has largely held firm in Nordic politics for decades is itself the product of ‘harsh polarisation and open struggle’ in the first half of the twentieth century. Only later, he notes, ‘did most Norwegians who resisted change realise that the change actually was a big improvement on the bad old days’.

Using an accessible Q&A format, in the final section Lakey addresses questions and criticisms about applying the Nordic Model to the US. It’s directed at people in the US but, like his thesis on what lies behind Norway’s political transformation, his answers and strategising generalise to the UK and our contemporary political strife.

He believes activists need to remember their own nation’s long history of people-powered change – from the civil rights movement to social security, LGBT rights and beyond. Moreover, he maintains it is important for movements to remember the well-known adage ‘The best defence is a good offence’.

For example, he criticises the post-financial-crash campaigns in the US for trying to protect previous gains instead of going on the offensive as people in the US did after the 1929 crash. With the US oligarchic electoral system rigged against progressive change, Lakey argues that people taking to the streets in large numbers could create the political space for real change, pointing to how people-power brought Iceland back from the brink after its 2008 crash. Finally he argues for the importance of a strong vision for a new society, ‘to project the contours of what a political economy could look like’ – of which his book is the perfect example.

Accessible and hopeful, Viking Economics is essential reading, providing ideas and inspiration for how the UK Left can maximise its power, moving forward to kick out the emboldened Tory government, boost Jeremy Corbyn’s electoral chances and win a progressive ‘People’s Brexit’. ‘Change requires hard work’, Lakey notes at the end. Or as the freed slave Frederick Douglass once said ‘Power concedes nothing without a demand. It never did and it never will.’

Book review: This Changes Everything. Capitalism vs. The Climate by Naomi Klein

With the Intergovernmental Panel on Climate Change recently warning that global warming is on course to inflict “severe, widespread, and irreversible impacts” on the planet, Naomi Klein’s new book couldn’t be more timely or important.

To make the necessary reduction in carbon emissions, Klein explains the world need to institute immediate, transformational change on the scale of the American New Deal of the 1930s or the national mobilisations during World War Two. Unfortunately, historical chance means our realisation about the dangers of global warming has coincided with the crowning of unregulated capitalism as the reigning economic paradigm. Built on economic growth, extractive ideology and relentless consumption “the culture that triumphed in our corporate age pits us against the natural world”, Klein argues.

She is hopeful that there is still time to stop the worst effects of global warming but argues that this will involve “challenging the fundamental logic of deregulated capitalism”. Interestingly, she notes the corporate-sponsored climate denier think tanks and pundits understand the real significance of climate change much more than liberal centrists who accept the scientific consensus. So while the latter naively believe “the response can be gradual and painless and that we don’t need to go to war with anybody, including the fossil fuel companies” the former realise, correctly, “if climate justice carries the day, the economic costs to our elites will be real”.

Klein’s introduction arguing that climate change is an “existential crisis for the human species” will certainly frighten readers but the sections on possible solutions are far more positive and inviting. She argues that as part of the project to reduce emissions we “have the chance to advance policies that dramatically improve lives, close the gap between rich and poor, create huge numbers of good jobs, and reinvigorate democracy from the ground up.” She doesn’t mention it but this argument fits neatly with the UK’s ‘one million climate jobs’ campaign (PN 2545).

How do we get from the inaction of the present to a safer future? Klein is keen to highlight that the answer doesn’t lie in green organisations working with big business, with millionaire philanthropists or the techno fix of geo-engineering. Rather she argues “only mass social movements can save us now.” What she calls “Blockadia” has caught her attention – the global, increasingly interconnected resistance to extractive projects like fracking and mountain top removal coal-mining. She writes about local grassroots campaigns battling corporate behemoths around the world, though she is naturally most at home discussing the burgeoning opposition in her native North America, in particular against the Canadian tar sands and the Keystone XL pipeline, in which indigenous groups have played a leading role.

Like Klein’s previous books No Logo and The Shock Doctrine, This Change Everything is set to become an era-defining manifesto. This is journalism at its very best – cogently argued and clearly written, making complex issues accessible to the general reader. It’s a big book in every sense, channelling a huge amount of information (there are 57 pages of detailed footnotes). It’s hard going at times, though Klein does her best to keep things fresh and interesting.

Klein has said the book “is not written for the environment movement” but “for people who would never read a book about climate change but are engaged with economic justice of other kinds.” As this quote and the book’s title suggests, global warming changes everything in terms of activism, with Klein arguing it should become the issue that unites all the other activist campaigns.

Peace News favourite George Lakey understands this, telling me a couple of years ago that his main concern today is climate change “because it is so overarching – if we don’t solve that one there is a whole lot else we won’t get much space to work with. We will be on such a survival level. It will be very, very tough.”
