The Curious Incident of the Missing Article of the Russian Treaty

Last month Russia’s Supreme Court ordered the closure of Memorial International, the nation’s oldest human rights group, which was devoted to researching and recording crimes committed in the Soviet Union.

“It is not hard to see how Putin, mired in historical conflicts over Crimea, Nato expansion and the fall of the Soviet Union, the second world war and more, sees investigation of Soviet history as a threat to national security”, the Guardian noted.

Back in the UK, such overt, authoritarian censorship is rarely deployed by the government. As George Orwell argued in his unpublished preface to his 1945 novella Animal Farm, “Unpopular ideas can be silenced, and inconvenient facts kept dark, without the need for any official ban.” How? “The sinister fact about literary censorship in England is that it is largely voluntary,” he explains, the dominant orthodoxy and wealthy press owners creating an environment in which there is “a general tacit agreement that ʻit wouldn’t doʼ to mention” particular facts.

Over 75 years later and Orwell’s pithy analysis is as relevant as ever. “The wildest thing about Western establishment media is its journalists aren’t even working under threat of prison or violence,” Declassified UK’s Matt Kennard tweeted about the fawning media coverage of ex-US Secretary of State Colin Powell, who died in October. “They do state propaganda – and sanitise our worst war criminals – totally off their own back. Incredible discipline and dedication to serving power.”

A good example of the propagandistic nature of the UK media is its coverage of the draft agreement Russia presented to the United States on 17 December – titled Treaty Between The United States Of America And The Russian Federation On Security Guarantees (Russia also presented a draft security agreement to NATO).

With tensions rising over Ukraine, amongst other things the draft text calls for an end to further eastward expansion of NATO, no US bases established in former USSR states and that “The Parties shall not use the territories of other States with a view to preparing or carrying out an armed attack against the other Party or other actions affecting core security interests of the other Party.”

Article 7 of the treaty is particularly interesting: “The Parties shall refrain from deploying nuclear weapons outside their national territories and return such weapons already deployed outside their national territories at the time of the entry into force of the Treaty to their national territories”.

For anyone interested in reducing the threat of nuclear war, this sounds like an extremely sane, fair proposal. As the Morning Star recently reported, US nuclear weapons are currently based in Germany, Italy, Belgium and the Netherlands. Russia does not currently station any nuclear weapons outside of Russia. Interestingly, a January 2021 YouGov poll found 74% of Italian respondents, 58% of Dutch and 57% of Belgians wanted US nuclear weapons removed from their countries. A July 2020 Kantar poll found 83% of Germans also supported the removal of US nuclear weapons from their country.

However, after conducting searches of Google and the Lexis-Nexus newspaper database, as far as I can tell the existence of Article 7 has only been acknowledged by two national newspapers in the UK – the Morning Star and the Financial Times, in one report on 17 December. Despite devoting a huge amount of column inches to the ongoing tensions between the West and Russia, the Guardian, Independent, Times, Telegraph, Daily Mirror, Sun, Daily Mail and Daily Express do not seem to have mentioned Article 7. (A caveat: on 10 January the Guardian did briefly mention Russia’s demand for ”the withdrawal of US nuclear weapons from Europe”, which nods to the content of Article 7, though ignores US nuclear weapons in Turkey and, more importantly, erroneously presents the demand as one-sided).

This press blackout is important because productive and fair public debate requires an informed citizenry and politicians. What happens when the media do not report key facts? How are citizens and politicians supposed to make informed decisions about current affairs?

The memory holing of Article 7 echoes the British public’s broader ignorance surrounding the country’s nuclear weapons. This dearth of knowledge is no accident – the UK’s nuclear arsenal has been mired in secrecy from the start, with Labour Party hero Clement Attlee authorising the creation of the UK’s first atomic bomb in 1947, keeping it secret from parliament, the public and even some members of his own cabinet.

While the official government narrative – happily repeated by mainstream media commentators and academics – is one of defensive deterrence and use as a last resort, activist and author Milan Rai provides an alternative, very persuasive understanding of the UK’s nuclear weapons.

Rai, editor of Peace News newspaper, highlights the analysis of famed US whistleblower Daniel Ellsberg. Best known for leaking the Pentagon Papers in 1971, Ellsberg worked at the RAND Corporation in the early 60s on nuclear strategy, later challenging the popular belief the US hasn’t used its nuclear arsenal since 1945. “It is not the case that US nuclear weapons have simply piled up over the years… unused and unusuable, save for the single function of deterring their use against us by the Soviets”, Ellsberg argued in 1981. “Again and again, generally in secret from the American public, US nuclear weapons have been used, for quite difference purposes: in the precise way that a gun is used when you point it at someone’s head in a direct confrontation, whether or not the trigger is pulled.”

This revelatory framing indicates the UK uses its nuclear weapons every day. In every diplomatic meeting, both cordial and confrontational, the UK’s status as a nuclear power, and all this means, is there in the background, impacting the decision-making of participants. Every time a rival nation considers confronting the UK government or the UK military they are there in the background.

More precisely, Rai points out the UK has conducted nuclear terrorism – issuing nuclear threats against non-nuclear weapons states in the Global South, with the aim of intimidating their opponent and giving the UK the freedom to act on the world stage. Writing in Peace News in 2020, he explained that during the ‘confrontation’ with Indonesia between 1963-66 over the future of Brunei and North Borneo, British Victor strategic nuclear bombers were deployed to RAF Tengah in Singapore, carrying out low-level bombing practice. In his official history of the RAF in South-East Asia, Air Chief Marshall David Lee noted “Their potential was well known to Indonesia and their presence did not go unnoticed.” He continues: “the knowledge of RAF strength and competence created a wholesome respect among Indonesia’s leaders, and the deterrent effect of RAF air defence fighters, light bombers and V-bombers… was absolute.”

Rai has also highlighted the UK’s threats to use nuclear weapons against Iraq in the 1991 Gulf War. “If we were prepared to use tactical nuclear weapons against the Russians, I can’t see why we shouldn’t be prepared to use them against Iraq”, a senior British minister was quoted saying by the Daily Mail in October 1990. 12 years later during the lead up to the US-UK invasion of Iraq UK Defence Secretary Geoff Hoon told the House of Commons Defence Select Committee states like Iraq “can be absolutely confident that in the right conditions we would be willing to use our nuclear weapons.” Speaking to ITV’s Jonathan Dimbleby a few days later, he explained what the “right conditions” might be – if British troops were threatened by chemical or biological weapons.

The secrecy and ignorance surrounding the reality of the UK’s nuclear weapons has very real consequences for public opinion, which broadly favours the retention of the Trident nuclear weapons programme. Who can forget, for example, the seven-minute primetime TV grilling Labour leader Jeremy Corbyn received from the audience and presenter David Dimbleby about his position on Trident during BBC Question Time’s general election special in 2017?

A key job of anti-war and peace campaigners should be clear – to draw the public’s attention to the UK’s history of aggressively using its nuclear weapons to intimidate and coerce other nations. This can only undermine the government’s benign ‘deterrence’ narrative and shift the debate towards disarmament.

IN 2011, Miles Lagoze deployed to the Sangin-Kajacki area of Afghanistan as a combat cameraman to shoot and edit videos for the US Marine Corps.

Those videos, shot in northern Helmand province, were “a PR tool for the military,” the 29-year old veteran told The Intercept website. With Washington keen to publicise the Afghan army taking over from US forces in the fight against the Taliban-led insurgency, his job was to document marines working with the Afghan army, “giving candy to kids — hearts-and-minds type of stuff.“

The big three no-nos were “no cursing, no shots of guys smoking cigarettes and they have to be in full gear. And then no casualties. That was a big one, not too much bloodshed.”

Lagoze did all this for the US military – and then kept filming. Combat Obscura is made up of the footage the US military didn’t want you to see.

Taking a grunt’s-eye view of the war, there are long periods of boredom interrupted by short bursts of intense, adrenaline-fuelled combat. Soldiers smoke marijuana, disrespect the local population and kill an unarmed shopkeeper.

At one point a marine aggressively waves a gun at a group of children demanding “Where’s the fucking Taliban?”

With no narration or explanation, Combat Obscura is a confusing, impressionistic take on the ongoing military occupation of Afghanistan. Yet it it highlights some uncomfortable truths for the US and British political and military establishments, with the media in tow, who initiated the war and have backed it since 2001, an incredible 18 years ago.

In one of the film’s longest scenes, a group of marines search a village for a “high-value target.” Local men are detained, photographed and fingerprinted and one US soldier is filmed shortly after taking a shit in the garden of a house.

With no arrests made, the marines hold a debrief meeting. “Are they pissed off at us?” asks one soldier. “I would be pissed,” answers his superior.

This understanding that the very presence and actions of the foreign occupying forces is likely energising the armed insurgency is not confined to US troops.

As British lieutenant Jimmy Clark explained about an operation to secure a road in northern Helmand in the 2012 BBC3 series Our War, “one of the problems, especially with IEDs (improvised explosive devices) on the route 611, is that the insurgents aren’t trying to blow up the ANCOP (Afghan National Civil Order Police), or even the civilians, they are just trying to blow up us.

“So we are actually in a position where we are protecting a route which only needs protecting because we use it.”

Having experienced the war first-hand, Lagoze himself is highly critical of the US intervention. “While we were there, we created an almost uninhabitable environment for the Afghan civilians,” he told The Intercept.

“Before we were there, they were oppressed by the Taliban. While we were there, they were caught in the middle between two oppressive forces. And how many times did we bomb their houses? How many times did we mistakenly kill innocent people?”

NATO’s 2011 war on Libya: myth and reality

Last month retired British major-general Rob Weighill gave a public lecture at the London School of Economics titled The Cauldron: NATO’s 2011 Operation to Protect Civilians in Libya – based on his new co-authored book of the same title published by Hurst.

Triggered by the Libyan government’s crackdown on anti-government rebels, Operation Unified Protector ran from March 2011 to the overthrow of Muammar Gaddafi in October 2011. The official NATO war aim was the protection of civilians, set out in United Nations Resolution 1973.

As the person who led the planning and directed operations during the Libya intervention from NATO’s Joint Force Command, Weighill provided an insider account of NATO’s air campaign, which he considers a success. However, during the lecture Weighill made a series of misleading statements about the conflict which deserve to be challenged.

Myth: Weighill said “We [NATO] had no direct comms [communications] with the rebels. We were unable to talk to the anti-Gaddafi rebels.”

Reality: Special Forces from NATO member nations, including France and the UK, were deployed in Libya to support the rebels. “By every account, the presence of foreign ground advisors working with Libyan opposition forces had a transformative effect on [NATO] airpower”, Dr Frederic Wehrey wrote in Foreign Policy in 2013, after conducting two dozen interviews with anti-Qaddafi commanders. “Libyan interlocutors described how, in the operations rooms of Misrata, Zintan, and Benghazi, these advisors built trust between Western forces and the opposition and — most importantly — coordinated [NATO] airstrikes.”

According to Wehrey “Opposition forces and their sympathizers across the country formed a complex network of spotters, informants, forward observers, and battle damage assessors… The problem that NATO faced, therefore, was not a shortage of targeting information, but a flood of it.” In May 2011 a “senior European diplomat” confirmed to the Guardian that NATO’s bombing campaign was “relying strongly on information supplied by rebel leaders”.

Why does Weighill deny there was any communication between NATO and rebel forces? With the rebels fighting to overthrow the Libyan government committing “serious violations, including war crimes and breaches of international human rights law”, according to a 2012 United Nations Human Rights Council report, admitting support would likely have significant legal implications. For example, Wehrey notes “there was an acute awareness” among rebels “that NATO was only engaging weapons that were firing at civilians. In response, several opposition commanders acknowledged trying to provoke Qaddafi’s artillery into firing in the direction of civilians so that NATO would strike.”

Myth: Weighill referred to NATO’s “maritime embargo… the prevention of the movement of weapons and ammunition et al.”

Reality: Writing in Foreign Policy in 2016, Micah Zenko, a Senior Fellow with Chatham House, noted United Nations Resolution 1970 “was supposed to prohibit arms transfers to either side of the war in Libya”. NATO officials repeatedly claimed their air and sea blockade was successful, with NATO’s Spokesperson stating on 7 July 2011 “the arms embargo is effective.”

In reality, the US – the dominant military power in NATO – “gave its blessing to arms shipments to Libyan rebels from Qatar” and the UAE in spring 2011, according to a 2012 New York Times report. “NATO air and sea forces around Libya had to be alerted not to interdict the cargo planes and freighters transporting the arms to Libya from Qatar and the emirates”, according to US officials.

Moreover, an October 2011 Guardian report noted Qatar had deployed “hundreds of troops” to Libya in support of the rebel forces. “We acted as the link between the rebel and NATO forces”, Qatar’s Chief-of-Staff told AFP news agency.

In addition to NATO contravening the very UN resolution [1970] they claimed to be upholding, it is important to note supplying arms to rebel forces is itself illegal, according to Olivier Corten and Vaios Koutroulis, two scholars in international law, in a 2013 article in the Journal of Conflict & Security Law.

Myth: Weighill referred to “the fact that every single mission that was undertaken by NATO air and maritime forces was done so with the key effect to protect civilians.”

Reality: In 2016 the House of Commons Foreign Affairs Select Committee concluded “If the primary object of the coalition intervention was the urgent need to protect civilians in Benghazi, then this objective was achieved in less than 24 hours.” Contrary to Weighill’s claim, Anne-Marie Slaughter, the Director of Policy Planning at the US State Department, explained to the New York Times in 2016 that “we did not try to protect civilians on Qaddafi’s side.” However, even Slaughter’s admission downplays the extent of NATO’s anti-civilian actions in Libya: the evidence suggests NATO didn’t just “not try to protect civilians” supporting Gaddafi, as Slaughter asserts, but provided air cover for rebel forces as they killed – and committed war crimes against – civilians.

The rebels “used inherently indiscriminate weapons in their military offensives against cities perceived as loyalist”, noted a 2012 UN Human Rights Council report. Nowhere more so than in Sirte, which was pulverised by rebel ground forces supported by NATO airstrikes in September-October 2011. “The Commission found that almost every building exhibited damage”, the UN Human Rights Council found. The Washington Post confirmed Sirte was “largely destroyed” in the fighting, with “the revolutionaries… firing purloined antiaircraft guns and artillery at apartment buildings where pro-Gaddafi snipers have holed up, causing heavy damage.”

Myth: “We had a policy in the [NATO] Joint Task Force that if anybody mentioned regime change they were instantly expelled from the headquarters”, Weighill said. “NATO’s view… was not about regime change.”

Reality: Weighill himself shoots holes in his own account by noting earlier in his lecture that “Number 10 [the UK], the White House [the US] and Versailles [France] were constantly referring to regime change.” So apparently the three dominant military powers in NATO wanted regime change but this wasn’t translated into NATO policy, according to Weighill. Confused? Others observers of the conflict are more honest. After hearing testimony from scholars and government officials and senior military figures, including former Chief of the Defence Staff Lord David Richards, the Foreign Affairs Select Committee confirmed “a limited intervention to protect civilians drifted into a policy of regime change by military means.”

The Royal United Services Institute, an establishment think-tank very close to the UK military, concurs, referring in a 2012 report to how “the initial security council resolution was contorted out of all recognition from the protection of civilians to, in effect, outright regime change”. Zenko simply states “In truth, the Libyan intervention was about regime change from the very start.”

Why is Weighill so explicit in his rejection of regime change? The answer, once again, likely concerns international law, which explicitly prohibits regime change, as Attorney General Lord Goldsmith warned Tony Blair in 2003.

Discovering the truth about NATO’s intervention

The Foreign Affairs Committee concluded “The result” of NATO’s intervention “was political and economic collapse, inter-militia and inter-tribal warfare, humanitarian and migrant crises, widespread human rights violations, the spread of Gaddafi regime weapons across the region and the growth of ISIL in North Africa.” This indictment, combined with the serious legal questions raised by Weighill’s lecture, suggests British historian Mark Curtis was right to call for a public inquiry into the Libya intervention last year.

The propagandistic nature of the liberal media: Interview with Florian Zollmann

Ian Sinclair interviews Dr Florian Zollmann, a Lecturer in Journalism at Newcastle University and author of the recent book Media, Propaganda and the Politics of Intervention (Peter Lang, 2017). Zollmann starts by setting out the main findings of his study.

Florian Zollmann: Leading news organisations in liberal democracies employ a double-standard when reporting on human rights violations: If countries designated to be ‘enemies’ of the West (in my study, I look at cases from the past including the former Federal Republic of Yugoslavia in 1999, Libya in 2011 and Syria in 2012) conduct human rights violations, the news media highlight these abuses and report demands for action to stop human rights breaches. Such measures may entail policies with potentially serious effects for the target countries, including sanctions and military intervention. If, on the other hand, Western states or their ‘allies’ (in my study, I look at cases from the past including the US-led Coalition in Iraq in 2004 and Egypt in 2013) are the perpetrators of human rights violations that are similar or in excess of those conducted by ‘enemies’, the news media employ significantly less investigatory zeal in their reporting and virtually no measures to stop abuses are suggested.

My study shows, on the basis of an assessment of extensive quantitative and textual data, that the news media utilise different journalistic norms in terms of how they convey emotional sentiment, handle facts and evidence, use sources and perspective and classify events. These journalistic double standards, then, translate into a radically dichotomised news framing of problem definitions, responsibility of actors and policy options in response to what constitute relatively similar human rights violations: Official ‘enemies’ are depicted as pariah states, facing international condemnation and intervention. Western states and their ‘allies’ are depicted as benign forces, which may at best be criticised for using the wrong tactics and policy approaches. The dynamics of such dichotomised propaganda campaigns have had the effect that only some bloodbaths received visibility and scrutiny in the public sphere.

In Libya, conflict between government and opposition groups erupted on 15 February 2011. By 23 February, Western newspapers had provided generous space for quotations by US, UK and EU government spokespersons as well as partisan actors who demanded intervention in Libya in accordance with the ‘responsibility to protect’ doctrine. The dominant news media discourse depicted the actions of the Libyan government as atrocious crimes, ordered by the highest levels of governance. The United Nations Security Council eventually authorised the 19 March 2011 NATO intervention in Libya.

Yet, whilst the International Criminal Court estimated that about 500-700 people had been killed in Libya in February, no independent investigation into the incidents had been conducted at the time of the NATO onslaught. As my study shows, the international press had acted as a facilitator for intervention in Libya. This so-called ‘humanitarian’ intervention was far deadlier than the violence that had preceded it. According to Alan J. Kuperman, ‘NATO intervention magnified the death toll in Libya by about seven to ten times’. Moreover, it turned out that Libyan security forces had not indiscriminately targeted protestors (see here). My study also shows how the pretext for intervention in Libya was discursively manufactured.

Another case study in my book looks at news media reporting of so-called US-Coalition ‘counter-insurgency’ operations during the occupation of Iraq. In October 2004, the respected medical journal The Lancet published a studysuggesting that 98,000 people had been killed during the US-Coalition invasion-occupation of Iraq between 19 March 2003 and mid-September 2004. The authors of the study wrote that the violent deaths ‘were mainly attributed to coalition forces’ and ‘most individuals reportedly killed by coalition forces were women and children’. On 8 November 2004, US-Coalition forces attacked the Sunni city Fallujah, the centre of Iraqi resistance against the occupation. US-Coalition air and ground forces used an array of heavy weaponry including artillery, tanks, helicopters, jets, heavy bombs, and other devices, like explosive coils to clear minefields, in residential areas. Fallujah was treated largely as a ‘free-fire zone’. It is estimated that during this assault between 800 and 6,000Iraqi civilians were killed.

As I document in my book, the Western press hardly reported these figures. The findings of the Lancet study were largely ignored and not linked with US-Coalition warfare in Iraq. In fact, the press depicted civilian carnage as ‘casualties’ – the tragic outcomes of ‘war’. Whilst the press included indignant statements by Iraqi actors and human rights organisations, there were almost no reports of any statements conveying policy options that would have put a constraint on the US-Coalition’s use of military force such as sanctions or measures in line with ‘responsibility to protect’.

IS: Why do elite newspapers in the West report foreign affairs in the way you describe?

FZ: The Western elite press draws heavily from government officials to define, explain and accentuate events. Such performance results from institutional imperatives: newspapers have to operate cost-effectively in the market system. The institutional requirement to make profits compromises journalistic standards, such as to report accurately and in a balanced way, to search for the ‘truth’, or to monitor the powerful. Markets incentivise the use of pre-packaged information provided by governments and powerful lobby groups. Nurturing such official news beats decreases the costs of newsgathering and fact-checking. Official statements are regarded as authoritative and their publication does not lead to reprimands.

Additionally, there has been a vast increase in government and corporate propaganda activities that feed into the news media cycle. If newspapers engage in critical investigations that undermine the official narrative, they face costly repercussions: denial of access to official spokespersons, negative responses by think-tanks and actors as well as the threat of libel suits. Because small losses in revenue may threaten their economic survival, news organisations are driven towards the powerful in society.

Commercial constraints are augmented by the integration of newspapers into quasi-monopoly corporations. According to the Media Reform Coalition, ‘Britain has one of the most concentrated media environments in the world, with 3 companies in control of 71% of national newspaper circulation and 5 companies in command of 81% of local newspaper titles.’ Such levels of media concentration encourage ideological homogenisation. For example, market concentration allows media owners to synchronise the news agenda and incentivises the recycling of information across different platforms. Corporate consolidation establishes market-entry barriers and prevents the launching of alternative newspapers. Finally, the commercial press is dependent on corporations that act as major advertising sponsors. The research I discuss in my book suggests that news organisations are inclined to not undermine the interests of their sponsors. Moreover, work by James Curran highlights how advertisers act as de-facto licensers: without advertising support, commercial news organisations go out of business.

IS: Did you find any significant differences between the US, UK and German press?

FZ: On a macro-level, there are strikingly similar reporting patterns in the US, UK and German press. This means that the dichotomised reporting patterns outlined above are replicated across countries independent of a newspaper’s national or ideological affiliation. Such a performance can be explained by the fact that US, UK and German news organisations are subject to the same economic constraints. Furthermore, US, UK and German governments share a similar ideological outlook in terms of US-led Western foreign policy objectives. We have seen numerous examples in recent years when the UK and German governments have supported US foreign policies, such as in Afghanistan and Iraq. The news media broadly reflect this alignment. Of course, there are also differences. National political interests manifest in reporting as well. For instance, the German press included tactical reservations about using military force in Libya. This appeared to reflect national elite disagreements, as German politicians preferred other policy options. There were also differences in the quantity and detail of coverage. The US press arguably provided the most comprehensive coverage in terms of the amount of published material. The ‘liberal’ UK press reported in more detail on humanitarian issues and was more critical of US-Coalition actions in Iraq – albeit not in a way that substantially challenged policy.

IS: The ongoing war in Yemen is not one of the case studies you analyse in your book. From what you have seen of the media coverage of the Yemen conflict, does it conform to your thesis?

FZ: As I have written elsewhere, the Yemen case fits well in the framework of my study. The humanitarian crisis is largely a consequence of the blockade and invasion of Yemen orchestrated by a Saudi-led military coalition. Saudi Arabia has been a close ally of the West. During the war in Yemen, the US and UK have provided substantial diplomatic and military support to Saudi Arabia. Consequently, there has been no willingness by the so-called ‘international community’ to put pressure on Saudi Arabia to stop its actions in Yemen and R2P and related doctrines have not been seriously evoked. This, then, has been reflected in muted news media coverage. Whilst reports and critical discussions about Saudi Arabia’s military conduct and the way civilian areas have been systematically targeted in Yemen have been published by the press, there has been no sustained campaign in the news media aimed at seriously constraining the Saudi military’s ability to use force. Comparing this with reporting on Syria, where the Western news media have been constantly featuring reports that include discussions about military and other forms of intervention, the double standards could not be more obvious.

IS: What advice would you give to interested citizens keen to get an accurate understanding of world affairs?

‘A Fantastic Foreign Secretary’? William Hague Leaves Office

You’ll have heard, of course, of the maxim “Don’t speak ill of the dead”. However, you are probably less familiar with the media’s recent modification to this: “Don’t speak ill of the recently departed Foreign Secretary”.

Over at the Financial Times political commentator Janan Ganesh noted William Hague, who announced he was stepping down as Secretary of State for Foreign and Commonwealth Affairs last week, “has hardly erred” since taking over the Foreign Office in 2010. “Nobody disputes his technical competence, his facility with a brief, his easy but authoritative style of management”, explained Ganesh.

The Guardian’s Diplomatic Editor Julian Borger reported that Hague had “suffered early setbacks but emerged at the end of it as a pioneering campaigner in partnership with one of the most glamorous film stars on the planet.” Indeed, Borger devotes over half of his article’s 756 words to Hague’s work with film star Angelina Jolie on sexual violence. And the “early setbacks”? That would be the rumours of Hague having an affair with his assistant and the incident when planes broke down trying to rescue British citizens from Libya.

Perhaps most shocking of all, Zara Taylor-Jackson, UNICEF UK’s Government Relations Manager, tweeted that Hague “has been a fantastic Foreign Secretary. He’s shown remarkable leadership in his efforts to end sexual violence in conflict.”

What these three responses to Hague’s resignation reveal is that propaganda is just as much about what is left out as what is actually stated.

So all three failed to mention that Hague was a key player in the NATO attack on Libya in 2011. The West quickly overstepped the United Nations resolution, escalating the level of violence and number of dead and arguably fanning the flames of conflict into Mali. Today Libya is in a state of perpetual violent crisis, with rival militias fighting over Tripoli’s international airport in the past week.

They also failed to mention Hague’s role in pushing for war in Syria in August 2013, a course of action that would have increased the level of violence and dead, according to such anti-war liberal pinkos as two former NATO Secretary-Generals and Yacoub El Hillo, the highest ranking UN humanitarian official in Syria at the time.

They also failed to mention Hague’s involvement in the continuing US-NATO military occupation of Afghanistan. Last week the United Nations reported civilian casualties in Afghanistan had surged 24 percent in the first half of the year – their highest levels since 2009.

They also failed to mention Hague’s role in standing with Bahrain’s rulers in opposition to democracy and human rights, and how Hague continued the long-standing British policy of supporting the other Gulf autocracies of Kuwait, Oman, Qatar, Saudi Arabia and UAE, overseeing billions of dollars of arms sales to these undemocratic governments.

They also failed to mention that while Hague has been foreign secretary Britain has armed Israel and provided cast-iron support to Israel as it attacks the “prison camp” of Gaza.

And finally they also failed to mention how Hague has given his support to the murderous US ‘war on terror’ and all that entails – drones attacks on seven nations, US special forces operations across the world, extraordinary rendition and the US prisons in Bagram and Guantanamo.

All this is not to single out Hague as especially bad or evil – he is simply fulfilling his role as British Foreign Secretary. If he had thought or acted differently he would never have risen so high in the British political elite. As the historian Mark Curtis explained in his 1995 book The Ambiguities of Power: British Foreign Policy since 1945 “Rather than occasionally deviating from the promotion of peace, democracy, human rights and economic development in the Third World, British foreign policy has been systematically opposed to them, whether the Conservatives or Labour have been in power.”

However, I would argue that writing an assessment of Hague’s time as Foreign Secretary and not mentioning any of these significant global events displays an extraordinary level of internalised establishment-friendly thinking – something huge chunks of the British media seem to excel at. As Curtis said in his 2003 book Web of Deceit: Britain’s Real Role in the World, “The British liberal intelligentsia generally displays its servitude to the powers that be rather than to ordinary people, whether here or abroad.”

My new Peace News article ‘The biggest fight of our lives’ includes comments from George Lakey, Matt Kennard and Alex Nunns. Due to space considerations I could only include a small portion of the commentary each of them sent me in the article itself. Below are their full comments.

Why is Jeremy Corbyn seen as such a threat to the British establishment?

Matt Kennard, author of The Racket: Corbyn is seen as such a threat to the British elite and establishment because he is a major threat to their interests. They are not stupid. They understand when a political figure and movement endangers their ability to retain domination of the economy and political system. Never in the history of Britain has an anti-imperialist socialist ascended to the position of leading any of the major parties. It’s huge moment in British history – and arguably world history. If he becomes Prime Minister it will be the first core capital country ruled by an anti-imperialist socialist. They have every right to be fearful. Corbyn is the real deal, he can’t be assimilated into the state-capitalist elite’s framework on either end of their spectrum. Because of that they have to turn to unconventional warfare, which we’ve seen over the past two years every day.

The threat Corbyn poses is that he shows that Another World Is Possible. His vision is optimistic about what we can achieve as a species and upends all the useful ideology that has been built up over the neoliberal period that says we have to cut public spending and to eliminate any idea of collectivism. Corbyn has shown that it doesn’t have to be like that, and not only that, but these policies are popular amongst the electorate. He has put to bed for generations the idea that left ideas can’t win elections, the idea they’ve been beating us with ever since 1983 and Michael Foot’s ‘longest suicide note in history’. Now, we find out that actually it was the policies themselves that the Labour right didn’t like, not that they won’t win elections. The 2017 elections changed everything.

Alex Nunns author of The Candidate: Jeremy Corbyn’s Improbable Path to Power: There was a period when Labour under Corbyn was accused of being no more radical than under Ed Miliband, but those criticisms were dispelled by the election manifesto. It’s inconceivable that Miliband would have stood on a promise to renationalise energy, water, railways and the Royal Mail, for example. The difference is shown by the two leaders’ tuition fees proposals. Miliband’s offer to reduce tuition fees by £3,000 to £6,000 was a neat encapsulation of his entire leadership strategy: well-intentioned but timid. Corbyn had a no-nonsense approach: Labour will abolish fees all together.

There’s clearly been a fundamental shift in Labour policy. If you look at the policy papers Corbyn released in the 2015 leadership contest, which were pulled together in a rush by his policy advisor Andrew Fisher, so many of them appear in the 2017 manifesto, also authored by Andrew Fisher. A National Education Service, rent controls, a National Investment Bank—it’s remarkable the extent to which Labour ran a general election on Corbyn’s leadership contest platform. That programme was such an astonishing success in 2015 precisely because it was such a break from Labour under Blair, Brown and Miliband, so I don’t think it’s possible any more to argue that Corbyn offers reheated Milibandism.

Corbyn is seen as such a threat by the establishment because he would mark a historic break with the Thatcherite consensus that has dominated British politics for more than three decades. Extracted from its political context, Labour’s 2017 manifesto could be seen as quite mild compared to historic socialist and social democratic programmes. But politics is all about context, and while the manifesto was not perfect, it represented a bold challenge to the status quo. It unashamedly outlined a vision of a different society based on the principles of collectivism and universalism, after decades of individualism and means-tested entitlements.

Of course what the British establishment fears most about Corbyn is his foreign policy stance, which wasn’t so clearly represented in the manifesto—for example the continuation of Trident was in there because it is Labour Party policy, but it’s obviously not Corbyn’s preference. But I think the British state fears that he means what he says on foreign policy, and if he was prime minister he would have an enormous opportunity to transform Britain’s role in the world. That would meet fierce resistance.

If Corbyn’s Labour Party is elected into government at the next general election, how do you think the British establishment will try to undermine it?

Alex Nunns: In every way possible! We know from history what usually happens when left governments are elected. They face destabilisation from capital, both domestically and internationally, they are subjected to a hysterical press operation to undermine them, they face diplomatic pressure from other countries, and they have to deal with sabotage from the state they have been elected to run. We’ve already seen threats of a military coup against Corbyn.

There is one caveat though: how vociferous these efforts are depends on the circumstances. We don’t know when the next election will be, but it’s possible that the instability of Brexit will present a unique historical opportunity for a radical Labour government. The forces of capital are not onside with the Conservative Party’s version of Brexit. It’s possible to imagine circumstances where tolerating a Corbyn government, at least in the short term, becomes an option for them. It was very interesting in the 2017 general election that business and the state did not intervene in any major way on the side of Theresa May. No doubt that was largely because they all expected a Tory landslide anyway, but what didn’t happen in the election was almost as interesting as what did. There were no doom and gloom threats about a Labour government from big business, there didn’t seem to be an effort to sabotage Labour by the state. Given that even Conservatives now expect Corbyn to win the next election, you’d expect it to be different next time. But Brexit throws a unique variable into the equation.

Matt Kennard: Well, the method of choice in peripheral world economies has been military coups and political assassinations. I’m thinking of people like Allende in Chile or Lumumba in the Congo. I wouldn’t expect that to happen in the UK, but the establishment has never been tested properly in this way for centuries (we never had a revolution in the French sense so the social relations and the aristocracy are literally centuries old).

But there’s other ways to do it. And actually what is happening to Donald Trump in the US is instructive. I despite everything he stands for and worry for the future of humanity while he is president, but it’s still clear that the overt imposition of the deep state into the political life of the US is hugely worrying. If they do this to a far-right oligarch who threatens what the establishment wants, they will do the same, probably worse to a left-wing version who doesn’t accede to bombing the designated enemy of the day.

George Lakey author of Viking Economics: How The Scandinavians Got It Right – And How We Can: They will use whatever tactics and strategies will put us on the defensive, because, as Gandhi never tired of pointing out, going on the defensive is a sure way to lose! If they are smart strategists, they will be flexible and keep trying things that will get progressives to mount the barricades in defence.

Military generals agree with Gandhi about the importance of staying on the offensive. Even folk wisdom has an appropriate saying: “The best defence is an offensive.” So avoid trying to maintain any previously-made gains; instead, go forward to make new gains. Even when Corbyn himself is attacked, an obvious thing for them to do, don’t meet them on their terms but instead borrow the old civil rights expression and “keep your eye on the prize:” escalate your efforts to make new demands and new gains.

How can activists, grassroots groups and concerned citizens support Corbyn’s Labour Party in office?

Alex Nunns: The first 19 months of Jeremy Corbyn’s leadership proved one thing above all else—it’s not enough to just elect a leader and think the job is done. Corbyn was leader of a party he did not control. When there was an emergency, such as the coup in 2016 or the general election in 2017, the movement that propelled Corbyn to the fore showed how powerful it was. But in between times, when the action receded to Westminster, there were lulls in the movement and Corbyn struggled as a result. The need for the movement to stay mobilised will be multiplied by a hundred when Corbyn is in government. For this whole project to achieve success, it won’t be enough to have Corbyn as prime minister. He will face resistance. Only the political strength of a movement embedded in society will be able to push him through it. It will have to be on a scale we haven’t seen so far, not even in the general election. This pressure will need to be exerted not only in the Labour Party, but in the broader social movements. How can Corbyn change foreign policy without a powerful anti-war movement? How can he overturn the economic orthodoxy of decades without the anti-austerity movement buttressing him? It has been an exhilarating two years since Corbyn emerged, but the work of campaigners and activists has only just begun.

Matt Kennard: I think it’s clear that just getting out on the streets and talking with people and telling [them] what Corbyn’s Labour is about is powerful. The Momentum mobilisation during the general election was amazing. I door knocked for the first time and I’ll do it a lot more. It’s really important. Also, making sure the Labour Party is democratised in this period is so important. This is our chance to open the party up and make it a mass social movement rather than a plaything for elite liberals who want power. The numbers are on our side which is why the Labour establishment is trying so hard to stop the many efforts to democratise the party and give more power to members. I would give up if I were them, it’s never going to be stopped now, there are too many of us who have been galvanised and involved. Every member vote is won overwhelming now by Corbyn-affiliated candidates. So everyone should join Labour and Momentum. This is a unique historic moment and chance and we have to grab the opportunity.

The other thing is become active on social media. I was initially resistant to social media because I think it plays on some of the worst aspects of human nature, especially narcissism. But the general election proved how important it is now. The Sun and The Daily Mail no longer have the power to sway elections through doing PR for establishment. When they spout lies and nonsense, they will be shamed online, it happens all the time. It’s powerful and we should continue doing it.

George Lakey: What puts us on the offensive, where we can win, is (1) to identify just demands that are in alignment with widely-shared values and can be expressed in common-sense terms. Then (2) to identify a target that can deliver that demand, which might be governmental but could instead be an economic entity like a bank or corporation. Then (3) to launch (or reinforce) a nonviolent direct action campaign that (a) uses a series of escalated actions and (b) attracts a growing series of allies.

A cluster of campaigns around a particular issue becomes a movement. One advantage of a movement is that any particular campaign can succeed or fail in achieving its particular demand but the movement as a whole can nevertheless succeed. Another advantage of a grassroots movement is that it stimulates campaigns around other issues, which in turn can cluster into movements. In the process of all this it’s wise to do intentional leadership development and empowerment at the grassroots, without which the one percent continues to hold too much power no matter how much drama we create with our campaigns.

As the number of movements grows, it becomes possible to create a “movement of movements.” In that stage we become a decisive force on the macro-level and provide openings for Corbyn and other party political leaders to do their part in the arena of state power and, so to speak, “seal the deal.”

Fortunately, we have nearby examples of successful strategy in 1920s and ‘30s Norway and Sweden, especially in their understanding of the role of political parties in making fundamental change. They understood the difference between the tail and the dog. The dog was the animating power of social movements — mobilized grassroots coercive power for change. The tail was the political parties that represented the grassroots in Swedish and Norwegian Parliaments.

The movements’ mobilizations took place mainly through direct action campaigns and cooperatives, both of which remained independent of the parties. The movements strategized independently because they believed that equality, freedom, and shared prosperity could only come from a power shift in society. They saw the political party as the tail of the dog, expressive and useful, but not the same as the animating force, which is the heart and mind of the dog. Jeremy Corbyn’s career has shown how much he understands how fundamental the movements are; the question is whether his new young followers understand that.

I learned from studying Norway and Sweden that if they had relied on Parliament and the electoral process, they would still be waiting for the power shift that in the 1930s enabled them to invent the Nordic model that has out-performed Britain and the U.S. for over 60 years. From the perspective of power, Parliaments negotiate and express change, they don’t make change.

If Jeremy Corbyn is somehow elected Prime Minister, the great temptation in Britain will be to repeat what I call the Obama Syndrome. In the U.S. progressives saw Obama’s election as placing our ally in the White House. What most forgot is that the priority duty of the state’s leader in the U.S. (and UK) is to govern, that is, to hold the state together while managing it. Most progressives fantasized that Obama could instead lead the country into a disruptive period of major change.

I knew that Obama wanted to do so: he’d already acknowledged the correctness of a single payer health plan like Canada’s, and the primacy of avoiding austerity, making peace, and even dealing with climate change. Like the UK, however, the U.S. remains dominated by its one percent no matter who is elected president. Changing that power dynamic cannot happen via the electoral arena, especially when the leader’s party base (the Democrats in the U.S., the Labour Party in the UK) is already owned by the elite.

The way to use an ally in the position of President or Prime Minister is not to fantasize that “they can lead us” but to create the conditions under which they can use their limited power in a one percent-dominated system to tip the balance in struggles between the majority and the one percent.

I knew that Obama would need militant mass movements using direct action to enable him to manoeuvre for major policy changes. Americans were befuddled, however, about which was the dog and which was the tail, and somehow expected Obama to deliver outcomes even though the masses of people were not demanding them through direct action.

The good news if Corbyn is elected is that progressives can do what grassroots movements do best: people power. We can give up one-off protests (rarely worth the time and effort) and organize direct action campaigns with specific demands that can be formulated as common sense and gain wide support, then implement a strategy of escalation in which, to use Dr Martin Luther King’s phrase, a “crisis is created” that forces a response on the state level.

The bad news if Corbyn is elected is the temptation to repeat the Obama Syndrome: an electorate that believes it delivered a “mandate” for change and is disappointed that the valiant leader didn’t somehow “deliver.” A “mandate” is a concept in search of legs; it has no power on its own. Progressive power comes from the collective, disruptive nonviolent action of the people.

One way to use the Corbyn political moment is to allow the freshness that he represents to spread to our own movement actions and organizing methods. For example, progressives could experiment with “taking the pledge” at the outset of each campaign, agreeing never to organize a march or rally.

Why? The pledge empowers the creativity that is too often suppressed at the grassroots. I’ve found that campaigners taking the pledge come up with a marvellous diversity of actions that energize them and motivate others to join them. Their creativity itself breaks through the disempowerment that keeps so many on the sidelines. Nearly 200 different methods of campaigning are on a website, documented in over 1400 campaigns in the Global Nonviolent Action Database (https://nvdatabase.swarthmore.edu/). You need never march or organize a rally again!

The Biggest Fight of Our Lives

An ‘epic fight’ between the broad left and the forces of the establishment has begun (see PN 2586–2587). The prize couldn’t be bigger. The British left, for the first time in decades, has a very real opportunity to implement significant progressive change on the epoch-altering scale of the 1945 and 1979 elections. As Novara Media’s Aaron Bastani tweeted: ‘If we win, and survive, and enact a major program of economic and political change, the whole world will watch. The UK really could be prototype.’

The June 2017 general election result was ‘one of the most sensational political upsets of our time’, according to Guardian columnist Owen Jones. Despite being repeatedly laughed at and written off by an intensely hostile media, by other parties and by much of the Labour Party establishment itself, Jeremy Corbyn led Labour to its biggest increase in vote share since 1945. Labour leapt to 40 per cent of the vote after the party had achieved 30 per cent under Ed Miliband just two years earlier.

On 20 April, only 22 per cent of people had a favourable opinion of Jeremy Corbyn, and 64 per cent had an unfavourable view. (Added together, that was 42 per cent unfavourable overall). By 12 June, the figures were 46 percent favourable and 46 percent unfavourable. (Overall, neither favourable nor unfavourable.) (YouGov, 15 June).

Though the Tories have managed to cling onto power, Corbyn’s rise has created shockwaves throughout the political system.

Writing for Open Democracy, Jeremy Gilbert, a professor of cultural and political theory at the University of East London, noted the election ‘was a historic turning point’ as it ‘marked the final end of the neoliberal hegemony in Britain’ (1 August). In response the Tories are reported to be considering relaxing the pay rise restrictions on public sector workers, while Scottish National Party leader Nicola Sturgeon unveiled a range of progressive policies, including possible tax rises, ‘in an effort to reinvigorate her government’ (Guardian, 6 September). With a recent poll from Survation showing Labour on 43 per cent – five points ahead of the Conservative Party on 38 per cent – Jones believes Corbyn now ‘has a solid chance of entering No 10’ (Guardian, 9 August).

Corbyn is a threat

Though some commentators have argued Corbyn’s Labour Party differs little in policy terms from the party under Miliband, ‘those criticisms were dispelled by the election manifesto’, Alex Nunns tells me. Nunns, author of The Candidate: Jeremy Corbyn’s Improbable Path to Power, says: ‘It’s inconceivable that Miliband would have stood on a promise to renationalise energy, water, railways and the Royal Mail’, as Corbyn did.

More broadly, Matt Kennard, a former Financial Times reporter and author of The Racket, explains to me the key is the direction of travel Corbyn represents: ‘The threat Corbyn poses is that he shows that another world is possible.’

Echoing Gilbert’s analysis, Nunns believes: ‘Corbyn is seen as such a threat by the establishment because he would mark a historic break with the Thatcherite consensus that has dominated British politics for three decades.’ The Labour manifesto ‘unashamedly outlined a vision of a different society based on the principles of collectivism and universalism, after decades of individualism and means-tested entitlements’, he says.

‘Of course, what the British establishment fears most about Corbyn is his foreign policy stance’, Nunns notes. Dr David Wearing, a lecturer at SOAS University of London, agrees that Corbyn represents a huge challenge to the foreign policy elite – and conventional wisdom. Though he has had to compromise on Trident and membership of NATO, Corbyn ‘is a straightforwardly anti-imperialist, anti-militarist figure’, Wearing recently argued on the Media Democracy podcast. ‘I can’t think of any time in the last several decades where it has been a realistic possibility that the leader of a UN security council permanent member, a great power, a great capitalist Western power, could be in the next few years an anti-militarist and an anti-imperialist.’

Kennard agrees: ‘It’s a huge moment in British history – and arguably in world history’. The establishment ‘have every right to be fearful’, he adds.

Rejuvenated Tories

For the words ‘prime minister Jeremy Corbyn’ to become a statement of fact rather than wishful thinking, Labour needs to win the next general election. Standing in their way will be a rejuvenated Conservative party and their powerful supporters, who will likely have learned lessons from their poor performance in June.

According to the Guardian, the Tories have been undertaking an internal review, which will urge the leadership to offer voters clear messages on policy and shake up the party machine (Guardian, 29 August). ‘What didn’t happen in the [general] election was almost as interesting as what did’, Nunns says. ‘There were no doom and gloom threats about a Labour government from big business, there didn’t seem to be an effort to sabotage Labour by the state. Given that even Conservatives now expect Corbyn to win the next election, you’d expect it to be different next time.’

Interviewed on BBC Newsnight, former Labour leader Tony Blair voiced similar concerns on 17 July. ‘The Tories are never going to fight a campaign like that one’, he said. ‘I know the Tories, they are not going to do that. And they are going to have a new leader as well. Secondly, our programme, particularly on tax and spending, is going to come under a lot more scrutiny than it did last time round’.

Barriers

With a Corbyn-led Labour Party victory in the next election a real possibility, it is worth considering the challenges it would face. Speaking to Jacobin magazine, Jon Lansman, chair of Momentum and a close associate of Corbyn, is clear: ‘We will face opposition from all aspects of the establishment, from the powerful, from global corporations’.

Having reported extensively from the Global South, Kennard notes ‘the method of choice’ for undermining leftist governments ‘in peripheral world economies has been military coups and political assassinations.’ The UK, of course, has a very different political landscape with very different political traditions.

Despite this, it’s important to note that soon after Corbyn was elected Labour leader, in September 2015, the Sunday Times carried a front page report that quoted ‘a senior serving general’ saying the military ‘would use whatever means possible, fair or foul’, to prevent a Corbyn-led government attempting to scrap Trident, withdraw from NATO and ‘emasculate and shrink the size of the armed forces’.

There is also evidence that MI5 attempted to undermine Harold Wilson’s Labour government in the 1970s (see David Leigh’s book The Wilson Plot: How the Spycatchers and Their American Allies Tried to Overthrow the British Government), and Corbyn himself has been monitored by undercover police officers for two decades as he was ‘deemed to be a subversive’, according to a former Special Branch officer (Daily Telegraph, 7 June).

However, though he notes the British establishment ‘has never been tested properly in this way for centuries’, Kennard is quick to clarify he doesn’t expect a military coup or assassination attempt to happen in the UK.

‘We know from history what usually happens when left governments are elected’, Nunns says. ‘They face destabilisation from capital, both domestically and internationally, they are subjected to a hysterical press operation to undermine them, they face diplomatic pressure from other countries, and they have to deal with sabotage from the state they have been elected to run.’

North American radical activist and author of Viking Economics: How The Scandinavians Got It Right – And How We Can, George Lakey tells me the elite ‘will use whatever tactics and strategies will put us on the defensive, because, as Gandhi never tired of pointing out, going on the defensive is a sure way to lose.’ If those trying to undermine Corbyn ‘are smart strategists, they will be flexible and keep trying things that will get progressives to mount the barricades in defence’, he notes.

The Labour leadership are, of course, aware of these likely challenges, and seem to be making early moves to neutralise them. ‘The issue for us is to stabilise the markets before we get into government, so there are no short-term shocks’, shadow chancellor John McDonnell told the Guardian on 19 August, explaining he had been meeting with ‘people in the City – asset managers, fund managers’ to reassure them about Labour’s plans.

Mobilisation is key

Speaking about US politics in 2007, Adolph Reed Jr, professor of political science at the University of Pennsylvania, noted: ‘Elected officials are only as good or as bad as the forces they feel they must respond to’.

In the UK context, this means the actions of the movement supporting a Corbyn-led government will need to match – and overpower – the establishment onslaught that will be waged against it.

‘The first 19 months of Jeremy Corbyn’s leadership proved one thing above all else – it’s not enough to just elect a leader and think the job is done’, Nunns notes, pointing to the movement’s central role in fending off the attempted coup against Corbyn in June 2016. ‘The need for the movement to stay mobilised will be multiplied by a hundred when Corbyn is in government.’ Moreover, Nunns points out that the movement ‘will have to be on a scale we haven’t seen so far’.

Lakey points to the successful strategies used in 1920s and ’30s Norway and Sweden as examples Corbyn supporters should follow. ‘The movements’ mobilisations took place mainly through direct action campaigns and cooperatives, both of which remained independent of the [political] parties’ that represented them in parliament, he explains. ‘The movements strategised independently because they believed that equality, freedom, and shared prosperity could only come from a power shift in society.’

‘I learned from studying Norway and Sweden that if they had relied on parliament and the electoral process, they would still be waiting for the power shift that in the 1930s enabled them to invent the Nordic model that has outperformed Britain and the US for over 60 years’, Lakey continues. ‘From the perspective of power, parliaments negotiate and express change, they don’t make change.’

Kennard is strongly in favour of joining the Labour Party and hitting the streets to campaign. ‘I door knocked for the first time [during the June general election] and I’ll do it again’, he notes. Indeed the importance of traditional campaigning techniques was highlighted by a London School of Economics study which found the seats where the Labour leader campaigned – often holding large rallies – saw an average swing of 19 per cent in the Labour Party’s favour (Independent, 15 August).

Kennard also supports the democratisation of the Labour Party to give members more say in policymaking and choosing their representatives. Finally, he recommends people get involved on social media. Though sceptical of the medium initially, he now sees platforms such as Twitter as a way to combat the misinformation and lies spread by newspapers like the Sun and Daily Mail.

With the establishment likely to try to put a Labour government on the back foot, Lakey says it is essential that Corbyn stays on the offensive. ‘So avoid trying to maintain any previously-made gains; instead, go forward to make new gains’, he argues.

The general election campaign provided a good example of how successful this could be following the May 2017 terrorist attack in Manchester. Thought to be weak on ‘defence’ by many, Corbyn could have chosen to follow the government’s line on terrorism. Instead he confronted the issue head on, giving a relatively bold speech that, in part, made a connection between Western foreign policy and the terrorist attacks directed at the West. Rather than being cornered and weakened by the government and media, Corbyn took control of – and arguably changed – the narrative surrounding terrorism, with a YouGov poll showing a majority of people supporting his analysis (YouGov, 30 May) [See editor Milan Rai’s article on the PN blog about Corbyn’s speech and ‘foreign policy realism’.]

Defend him and push him

With foreign policy likely to continue to be a significant line of attack on Corbyn, the peace movement has an essential role to play, both in defending Corbyn’s broadly anti-militarist, anti-imperialist positions and in pushing him to be bolder.

For example, Greens such as Rupert Read have criticised the Labour manifesto for pushing for more economic growth in the face of looming climate breakdown (Morning Star, 12 July), while British historian Mark Curtis has highlighted a number of problematic foreign policy pledges contained in the Labour manifesto, including support for the ‘defence’ industry. And despite Corbyn’s historic opposition to both, as Wearing indicates, the manifesto confirmed Labour’s ‘commitment to NATO’ and its support for Trident renewal.

Despite these important concerns, Corbyn’s campaigning and current polling, showing Labour would have an opportunity to form the next government if an election was held tomorrow, puts the Labour Party, the peace movement and UK politics firmly into uncharted territory.

The United Kingdom joined the NATO military intervention in Libya “to uphold the will of the United Nations Security Council”, Prime Minister David Cameron told the House of Commons on the eve of the war. Six years on and the UK government continues to cite the authority of the UN to justify their actions in Libya, with the Foreign Office noting last month that Foreign Secretary Boris Johnson had visited Tripoli “to discuss what more the UK can do to support the [UN-backed] Government of National Accord (GNA) and the UN-led political process to help stabilise Libya.”

A bit of background. There are currently two rival power centres competing for legitimacy and control in Libya – the GNA led by Fayez al-Serraj and a rival authority in the east of the country under the control of General Khalifa Haftar’s Libyan National Army (LNA). More broadly, Libya is wracked by violence and chaos – a hellish mess that NATO bears significant responsibility for. “Continuing armed clashes have displaced hundreds of thousands of people and interrupted access to basic services, including fuel and electrical power. Forces engaged in the conflict are guilty of arbitrary detention, torture, unlawful killings, indiscriminate attacks, disappearances, and the forceful displacement of people”, Human Rights Watch (HRW) report. “Hundreds of thousands of migrants and asylum seekers, including children, who flock to Libya mostly en route to Europe, experience torture, sexual assault and forced labour at the hands of prison guards, members of the coast guard forces and smugglers.”

The “crucial question”, the Foreign Secretary argued in March this year, is “How to make sure that Haftar is in some way integrated into the government of Libya.”

So who is Haftar? “Libya’s most powerful and polarising figure”, is how Frederic Wehry, a Senior Fellow at the Carnegie Endowment for International Peace, summed him up in The Atlantic magazine. The septuagenarian Haftar served as a Field Marshal in Gaddafi’s army, leading Libyan forces in the Chad war, before being forced into exile in the US, “where he developed close links with the CIA”, according to the House of Commons Library blog. In 2011 he returned to Libya and emerged as a rebel commander in the NATO-backed uprising in which Gaddafi was toppled and killed. Asserting himself after the NATO war, in 2014 Haftar announced “Operation Dignity”, ostensibly a campaign to defeat terrorists in Benghazi, though some observers see the military surge as more complex. Writing in the London Review of Books, foreign correspondent Tom Stevenson notes Haftar “has been taking on Islamic State, non-IS jihadists, and anyone else who stands up to him”, while Ahmed el-Gasir from the group Human Rights Solidarity told Al Jazeera last month that many perceived “Operation Dignity” as an attempted military coup. Indeed, a March 2017 report from the Conservative Middle East Council (CMEC) which was compiled after two council staff members travelled to Libya and met Haftar, notes he “sees his mission as a national project covering all of Libya.”

Not mentioned in the CMEC report is the fact human rights groups have highlighted numerous abuses committed by forces aligned with Haftar, “who seem to have torn up the rule book”, according to Hanan Salah, HRW’s senior Libya researcher. Having visited Benghazi earlier this year, Wehry notes “reports of torture, disappearances, and the destruction of property emerge with numbing frequency”, with forces armed by Haftar responsible for many of the abuses.

“The tactics employed by Gaddafi in 2011 created certain divisions between towns or tribes, but they do not compare to what Haftar has done… the level of violence and disregard to the sanctity of human life and value of human dignity is unprecedented in Libyan society”, notea el-Gasir. Politically, Wehry warns of Haftar’s “militarization of governance”, in which “he has replaced elected municipal leaders with uniformed military officers” while “the Gaddafi-era intelligence apparatus is back on the payroll.”

However, despite the West’s public backing for the UN-backed GNA in Tripoli, last year Middle East Eye, citing air traffic recordings they had obtained, reported “a multinational military operation involving British, French and US forces is coordinating air strikes in support of” Haftar from a base near Benghazi. This backing is confirmed by Wehry, who notes “The French, the British, and the Americans sent special operators who provided varying levels of intelligence and front-line support” to Haftar. Middle East Eye’s scoop about the West’s relationship with Haftar followed another expose from the news website that reported the British Special Air Service (SAS) were fighting Islamic State in Libya, alongside Jordanian special forces.

More recently, Middle East Eye reported that leaked 2014 emails between the UAE Ambassador to the US and the then US National Security Advisor Susan Rice seem to “indicate that the United States knew about illegal arms shipments to rebels in Libya” from the UAE. This transfer – which likely went to Haftar’s forces – would, of course, have contravened the UN arms embargo – established with the backing of the US and the UK in February 2011.

The West’s support for Haftar is dangerous for three reasons. First, the US and UK are assisting a “warlord” (the Guardian’s description) whose forces have been accused of numerous war crimes by human rights groups. Second, the West’s backing for the Field Marshal is undermining attempts at national reconciliation. “Support by Western special forces, particularly French, to General Haftar has made it more difficult to reach a compromise with him because he thinks he has important external backing and therefore does not need to compromise with the unity government”, Mattia Toaldo, a Libya specialist at the European Council on Foreign Relations, told the Middle East Eye. Finally, supporting Haftar runs counter to the West’s professed support for the UN-backed government in Tripoli, the UN peace process and the UN arms embargo.

Frustratingly, the West’s shady dealings in Libya have gone largely unreported by the supposedly critical and fiercely independent UK fourth estate. Shamefully, one has to read the Middle East Eye and American magazine The Atlantic to find out about the support the UK has given Haftar. The British media has a similarly woeful record when it comes to UK involvement in the Syrian war, with the New York Times, rather than a British newspaper, reporting in 2013 that UK intelligence services had been working covertly with Saudi Arabia and the US to funnel arms to rebels.

“If people really knew the war would be stopped tomorrow.  But of course they don’t know and can’t know.” This was Prime Minister David Lloyd George’s reaction after listening to an account of the fighting on the Western Front during the First World War.

What would be the British public’s reaction to the UK’s covert interventions in Libya today? Unless British journalists start doing their jobs we may never find out.

Shadi Hamid, a well-respected analyst with the Brookings Institution thinktank, recently published an article titled ‘Everyone says the Libya intervention was a failure. They’re wrong’. Contradicting even the US President’s analysis of the 2011 NATO intervention – Obama is reported to describe it as a “shit show” – Hamid asserts the “intervention was successful”, later referring to the “justness of the military intervention” in Libya. As the Libyan intervention was supportedby 98 percent of British MPs and the majority of the British media, but has since been largely forgotten, it is worth interrogating Hamid’s claims.

Protecting civilians?

Hamid begins by stating “the goal” of the intervention “was to protect civilians and prevent a massacre”, noting “this is what was achieved”. This was certainly how the NATO action was officially justified and presented to the Western publics in 2011 but, as Noam Chomsky has long noted, “it is wise to attend to deeds, not rhetoric” because “deeds commonly tell a different story”.

Ignoring Chomsky’s dictum and taking governments’ public justifications at face value would mean believing Russia intervened in Syria to target ISIS or that Nazi Germany invaded Czechoslovakia for humanitarian reasons. Hamid would laugh at such naïve assertions, yet when it comes to the US government he is ideologically blind.

So what does NATO’s deeds tell us about NATO’s concern for protecting civilians in Libya?

Alarm bells were surely raised for Hamid when Anne-Marie Slaughter, a key figure in the US foreign policy establishment, explained to the New York Times that “we did not try to protect civilians on Qaddafi’s side.” However, the reality – that is, the facts and evidence – show that the US and NATO didn’t just “not try to protest civilians” loyal to then Libyan leader Muammar Gaddafi, as Slaughter asserts, but actively took part in directly killing scores of civilians and provided air cover, and military and diplomatic support for rebel forces as they committed war crimes against civilians.

In September 2011 Amnesty International published a report noting killing, torture and other abuses were being carried out by both Gaddafi and anti-Gaddafi forces. In addition, multiple news reports have noted how perhaps 30,000 dark-skinned people from the town of Tawergha were forcibly driven out of their homes – ethnically cleansed – by Western-supported rebels. One witness told IRIN News of “detainees receiving electric shocks, having cold water poured on them and being burned with cigarettes by the revolutionaries”.

Arguably NATO’s most shameful deeds occurred in the coastal city of Sirte, where Gaddafi loyalists had retreated to after Tripoli fell to rebel forces. As the Guardian’s Seamus Milne noted at the time “a two-month long siege and indiscriminate bombardment of a city of 100,000” was carried out by the rebels, with the urban area “reduced to a Grozny-like state of destruction.” How indiscriminate was the attack, you ask? Try this Reuters report from the frontline:

“Obaid pulled up in his pick-up truck to fire the multiple rocket launcher mounted on the back at Gaddafi loyalists holding out in the Libyan city of Sirte, but just as he was about to shoot, he stopped to ask which way to aim. His comrades standing nearby loudly conferred with one another then pointed him to what they agreed was the right direction and Obaid fired four Grad missiles at the city. They all cheered him and shouted ‘Allahu Akbar.’ Smoke rose above the already wrecked city, but no one could say if the Grad rockets hit the target, or even what the target was.”

All this was done with NATO air and special forces support, Milne notes. And despite the AFP news agency reporting on 2 October 2011 that the International Red Cross were warning of a medical emergency in Sirte the NATO-rebel attack would continue for nearly three weeks. Speaking to the Guardian, Dr Siraj Assouri said basic medical supplies had run out and people were resorting to drinking contaminated water to survive: “The conditions have been getting worse and worse. There is no medicine for heart disease or blood pressure, or baby milk or nappies.” Mohammed Shnaq, a biochemist, toldReuters the situation was “a catastrophe. Patients are dying every day for need of oxygen.”

According to AFP “some of the hundreds of residents fleeing Sirte said there had been civilian casualties there when residential buildings were hit, either by artillery fire from besieging new regime forces or by NATO airstrikes.” Asked by AFP if NATO was protecting civilians, one aid worker replied “It wouldn’t seem so”, before adding that many residents and doctors he had spoken to had complained about deadly NATO air strikes. One woman told Reuters “Everyone is being hit all day and all night. There is no electricity and no water… there is not one neighbourhood that hasn’t been hit.” AFP spoke to a Libyan charity whosaid more than 50 bodies of civilians were found under the rubble of a several-storey building flattened in a NATO air strike. Human Rights Watch noted that “several fleeing residents said that NATO bombs had struck schools.”

Echoing Milne’s reference to Grozny, as the fighting waned the Washington Post reported Sirte “appeared… to have been largely destroyed”.

“Mission creep on steroids”: regime change

So, if NATO’s intervention wasn’t about protecting Libyan civilians, what was behind it?

“Once underway, the NATO operation unilaterally expanded andqualitatively shifted the mission as authorized, and almost immediately acted to help the rebels win the war and to make non-negotiable the dismantling of the Qaddafi regime”, notes Richard Falk, Professor Emeritus of International Law at Princeton and former United Nations special rapporteur on Palestinian human rights. “This was not just another instance of ‘mission creep’ as had occurred previously in UN peacekeeping operations (for instance, the Gulf War of 1991), but rather mission creep on steroids!”

Falk’s analysis is supported by an extraordinary admission in the New York Times’s recent in-depth two-part series about the Libyan intervention. “I can’t recall any specific decision that said ‘Well, let’s just take him out’”, US Defence Secretary Robert Gates said. Publicly “the fiction was maintained” that the goal was limited to disabling Colonel Gaddafi’s command and control, noted Gates. Commenting on Gates’s testimony, Micah Zenko, a Senior Fellow at the Council on Foreign Relations, notes that “Given that decapitation strikes against Qaddafi were employed early and often, there almost certainly was a decision by the civilian heads of government of the NATO coalition to ‘take him out’ from the very beginning of the intervention.” Zenko’s conclusion? “In truth, the Libyan intervention was about regime change from the very start.” Indeed, NATO’s true intentions were so obvious that in April 2011 the Guardian’s Middle East Editor published an article titledLibya regime change is west’s goal, but doubts remain over how to achieve it’.

Another thing that is “absolutely obvious” according to Middle East specialist Professor Gilbert Achcar, was “that oil is a key factor in NATO’s intervention”. Obvious to everybody except Hamid that is, who doesn’t mention the idea Libya’s huge oil reserves were likely a key driver behind NATO’s intervention in the country in his 2,500-word article.

On 2 April 2011 Hillary Clinton’s close advisor Sidney Blumenthal emailed the then US Secretary of State with a summary of five interests his intelligence sources had told him the French had in Libya. The first item mentioned? “A desire to gain a greater share of Libya oil production”. Nothing about protecting civilians, of course.

Speaking to The Real News Network after surveying 250,000 leaked US State Department documents, Kevin Hall, the Economics Correspondent for McClatchy Newspapers, explained “a full 10 percent of them, a full 10 percent of those documents, reference in some way, shape, or form oil.”

That oil was very likely a key reason behind the Libyan intervention is confirmed by a study of external interventions in civil wars conducted by academics from the universities of Warwick, Essex and Portsmouth that found, according to one of the authors, “clear evidence that countries with potential for oil production are more likely to be targeted by foreign intervention if civil wars erupt.” Another author elaborated: “The ‘thirst for oil’ is often put forward as a near self-evident explanation behind the intervention in Libya and the absence of intervention in Syria. Many claims are often simplistic but, after a rigorous and systematic analysis, we found that the role of economic incentives emerges as a key factor in intervention.”

Were military intervention or inaction the only two choices available in early 2011?

As is common with those who support Western military interventions, Hamid frames the discussion in simplistic, black and white terms:

“…we should compare Libya today to what Libya would have looked likeif we hadn’t intervened. The country is better off today than it would have been had the international community allowed dictator Muammar Qaddafi to continue his rampage across the country.”

In the real world military intervention and inaction were not the only two options available to the West. Hugh Roberts, Professor of North African and Middle Eastern History at Tufts University and the former director of the North Africa Project at the International Crisis Group (ICG): “The claim that the ‘international community’ had no choice but to intervene militarily and that the alternative was to do nothing is false. An active, practical, non-violent alternative was proposed, and deliberately rejected.”

An ICG report from June 2011 clarifies what happened: “UNSC resolution 1973 emphatically called for a ceasefire, yet every proposal for a ceasefire put forward by the Qaddafi regime or by third parties so far has been rejected by the TNC [Transitional National Council] as well as by the Western governments most closely associated with the NATO military campaign.” This description is echoed by other reports which have highlighted how proposals for a negotiated settlement originating from Gaddafi were blocked by the US Government, while African Union peace initiatives were “killed by France, Britain and the United States”, according to Africa specialist Professor Alex de Waal. “London, Paris and Washington could not allow a ceasefire because it would have involved negotiations, first about peace lines, peacekeepers and so forth, and then about fundamental political differences”, Roberts notes. “And all this would have subverted the possibility of the kind of regime change that interested the Western powers.”

All of the facts and evidence (mainstream news reports, eye-witness accounts, expert analysis etc.) that I’ve cited above are freely available on the public record. Hamid doesn’t mention any of these, despite the fact they are extremely pertinent to – and directly contradict – the case he makes in support of the intervention.

Though the British press have chosen to ignore it, a recent report in the Washington Times newspaper is the latest nail in the coffin that is the mainstream narrative of the 2011 NATO intervention in Libya.

An intervention, perhaps not coincidentally, which received the support of the vast majority of the British newspapers and 557 wise MPs, with just 13 opposed.

The mainstream narrative runs something like this. After the Tunisian-inspired protests erupted in February 2011, the Libyan Government forces responded with overwhelming, deadly violence, beating the rebels back to the eastern city of Benghazi. At this point NATO, authorised by the United Nations, set up a no-fly zone, supposedly to protect civilians in Benghazi.

Justifying the intervention, then US Secretary of State Hillary Clinton referred to Kosovo and the Rwandan genocide in an interview with ABC News. “Imagine we were sitting here and Benghazi had been overrun, a city of 700,000 people, and tens of thousands of people had been slaughtered, hundreds of thousands had fled”, she said. “The cries would be, ‘Why did the United States not do anything?’” Likewise, speaking to parliament a couple of days after the operation had begun, British Prime Minister David Cameron said NATO had helped to avoid a “bloody massacre” in Benghazi “in the nick of time”.

However, citing secret audio recordings between a an intermediary working for the US Joint Chiefs of Staff and the Libyan Government, the Washington Times suggests genocide was not imminent: “Defense intelligence officials could not corroborate those concerns and in fact assessed that Gadhafi was unlikely to risk world outrage by inflicting mass casualties”. The report goes onto quote the Executive Director of Human Rights Watch’s Middle East and North Africa division: “At that point, we did not see the imminence of massacres that would rise to genocidelike levels”.

This conclusion is supported by Alan J. Kuperman, Associate Professor of Public Affairs in the Lyndon B. Johnson School of Public Affairs at the University of Texas. “Qaddafi did not perpetrate a ‘bloodbath’ in any of the cities that his forces recaptured from rebels prior to NATO intervention… so there was virtually no risk of such an outcome if he had been permitted to recapture the last rebel stronghold of Benghazi”, Kuperman argued in a 2013 policy brief prepared for the world-renowned Belfer Center for Science and International Affairs at the Harvard Kennedy School.

At the time there were shocking stories about Libyan Government forces using mass rape as a weapon of war and Libyan aircraft bombing peaceful demonstrators. Amnesty International and Human Right Watch found no evidence for the former. Hugh Roberts, a former director of the International Crisis Group’s North Africa project, found the latter claim to be false too: “The story was untrue, just as the story that went round the world in August 1990 that Iraqi troops were slaughtering Kuwaiti babies by turning off their incubators was untrue and the claims in the sexed-up dossier on Saddam’s WMD were untrue.”

The Washington Times also highlights the various attempts made by the Libyan Government to push for a negotiated settlement. Early in the conflict the head of the US African Command attempted to negotiate a truce but was ordered to stand down by Clinton’s State Department. Again, this account chimes with many other reports that show NATO repeatedly ignored ceasefire proposals coming from the Libyan Government and the African Union. According to Roberts “London, Paris and Washington could not allow a ceasefire because it would have involved negotiations… and all this would have subverted the possibility of the kind of regime change that interested the Western powers.”

Today, Libya is a chaotic mess. In November 2014 Amnesty International warned “lawless militias and armed groups on all sides of the conflict in western Libya are carrying out rampant human rights abuses, including war crimes.” The same month the UN Refugee Agency reported that nearly 400,000 Libyans had been displaced by the on-going violence, whilst the Associated Press noted the Libyan city of Darna had become the first city outside of Syria and Iraq to pledge allegiance to the Islamic State.

Misinformation and propaganda used as a pretext for war. A war that plays a significant role in destroying an oil-rich nation in the Middle East. Sound familiar? Like Iraq, we should demand a public inquiry into the UK’s involvement in this duplicitous aggression. At the very least all those journalists who backed the intervention need to start asking the searching questions they should have asked back in 2011.
