Did the US and Britain invade Iraq to spread democracy?

A little late to the party, I recently watched Once Upon A Time In Iraq, the BBC’s 2020 five-part documentary series about the US-British invasion and occupation of the Middle East nation.

During the episode about the capture of Iraqi president Saddam Hussein in December 2003, the narrator noted “Though Iraq was still governed by the [US-led] coalition, the intention was to hold democratic elections as soon as possible.”

This fits with the common understanding of the Iraq War amongst the media, academic and political elites. For example, speaking on the BBC News at 10 in 2005, correspondent Paul Wood stated “The coalition came to Iraq in the first place to bring democracy and human rights.” Likewise, writing in the Guardian in 2013, the esteemed University of Cambridge Professor David Runciman claimed “The wars fought after 2001 in Afghanistan and Iraq were designed… to spread the merits of democracy.”

No doubt similarly benign framing of the West’s intentions and actions will be repeated as we approach the twentieth anniversary of the invasion on March 20 2003.

But is it true? As always it is essential to compare the narrative pumped out by corporate and state-affiliated media with the historical record.

We know that soon after US-led forces had taken control of the country Iraqis began holding local elections. However, in June 2003 the Washington Post reported “US military commanders have ordered a halt to local elections and self-rule in provincial cities and towns across Iraq, choosing instead to install their own handpicked mayors and administrators, many of whom are former Iraqi military leaders.”

The report goes on to quote Paul Bremer, the chief US administrator in Iraq: “I’m not opposed to [self-rule], but I want to do it a way that takes care of our concerns… in a postwar situation like this, if you start holding elections… it’s often the best-organized who win, and the best-organized right now are the former Baathists and to some extent the Islamists.”

On the national level, Professor Toby Dodge, who advised US General David Petraeus in Iraq, notes one of the first decisions Bremer made after he arrived in Baghdad in May 2003 “was to delay moves towards delegating responsibility to a leadership council” composed of exiled politicians. Writing in his 2005 book Iraq’s Future, the establishment-friendly British academic goes on to explain “this careful, incremental but largely undemocratic approach was set aside with the arrival of UN special representative for Iraq, Vieira de Mello” who “persuaded Bremer that a governing body of Iraqis should be set up to act as a repository of Iraqi sovereignty.”

Accordingly, on 13 July 2003 the Iraqi Governing Council (IGC) was set up. Dodge notes the membership “was chosen by Bremer after extended negotiations between the CPA [the US Coalition Provisional Authority], Vieira de Mello and the seven dominant, formerly exiled parties.” The IGC would “establish a constitutional process,” Bremer said at the time.

However, the Americans had a serious problem on their hands. In late June 2003 the most senior Shia religious leader in Iraq, Grand Ayatollah Ali al-Sistani, issued a fatwa (a religious edict) condemning the US plans as “fundamentally unacceptable.”

“The occupation officials do not enjoy the authority to appoint the members of a council that would write the constitution,” he said. Instead he called for a general election “so that every eligible Iraqi can choose someone to represent him at the constitutional convention that will write the constitution” which would then be put to a public referendum.

“With no way around the fatwa, and with escalating American casualties creating pressure on President Bush,” the Washington Post reported in November 2003 that Bremer “dumped his original plan in favour of an arrangement that would bestow sovereignty on a provisional government before a constitution is drafted.”

This new plan, known as the November 15 Agreement, was based around a complex process of caucuses. A 2005 briefing from peace group Justice Not Vengeance explained just how anti-democratic the proposal was: “US-appointed politicians would select a committee in each province which would select a group of politically-acceptable local worthies, which in turn would select a representative… to go forward to the national assembly” which would “then by allowed to elect a provisional government.”

In response, Sistani made another public intervention, repeating his demand that direct elections – not a system of regional caucuses – should select a transitional government. After the US refused to concede, the Shia clerical establishment escalated their pro-democracy campaign, organising street demonstrations in January 2004. 100,000 people protested in Baghdad and 30,000 in Basra, with news reports recording crowds chanting “yes, yes to elections, no, no to occupation” and banners with slogans such as “We refuse any constitution that is not elected by the Iraqi people.”

Under pressure the US relented, agreeing in March 2004 to holding national elections in January 2005 to a Transitional National Assembly which was mandated to draft a new constitution.

The campaigning group Voices In The Wilderness UK summarised events in a 2004 briefing: “since the invasion the US has consistently stalled on on-person-one-vote elections” seeking instead to “put democracy on hold until it can be safely managed,” as Salim Lone, director of communications for the UN in Iraq until autumn 2003, wrote in April 2004.

Why? “An elected government that reflected Iraqi popular [opinion] would kick US troops out of the country and is unlikely to be sufficiently amenable to the interests of Western oil companies or take an ‘acceptable’ position on the Israel-Palestine conflict,” Voices In The Wilderness UK explained.

For example, a secret 2005 nationwide poll of Iraqis conducted by the UK Ministry of Defence found 82 per cent “strongly opposed” to the presence of the US-led coalition forces, with 45 per cent of respondents saying they believed attacks against British and American troops were justified.

It is worth pausing briefly to consider two aspects of the struggle for democracy in Iraq. First, the Sistani-led movement in Iraq was, as US dissident Noam Chomsky argued in 2005, “one of the major triumphs of non-violent resistance that I know of.” And second, it was a senior Iraqi Shia cleric who

championed democratic elections in the face of strong opposition from the US – the “heartland of democracy,” according to the Financial Times’s Martin Wolf.

It is also worth remembering, as activist group Justice Not Vengeance (JNV) noted in 2005, that Bush’s ultimatum days before the invasion was simply that “Saddam Hussein and his sons must leave Iraq within 48 hours.” This was about “encouraging a last-minute coup more than the Iraqi leader’s departure from Baghdad,” the Financial Times reported at the time. In short, the US-British plan was not free elections via “regime change” but “regime stabilization, leadership change,” JNV argued.

This resonates with the analysis of Middle East expert Jane Kinninmont. Addressing the argument the West invaded Iraq to spread democracy, in a 2013 Chatham House report she argued “This is asserted despite the long history of Anglo-American great-power involvement in the Middle East, which has, for the most part, not involved an effort to democratise the region.” In reality “the general trend has been to either support authoritarian rulers who were already in place, or to participate in the active consolidation of authoritarian rule… as long as these rulers have been seen as supporting Western interests more than popularly elected governments would.”

This thesis is not short of shameful examples – from the West’s enduring support for the Gulf monarchies in Saudi Arabia, Bahrain, the UAE, Oman, Qatar and Kuwait, to the strong backing given to Ben Ali in Tunisia and Hosni Mubarak in Egypt before both dictators were overthrown in 2011.

Back to Iraq: though far from perfect, national elections have taken place since 2003. But while the US has been quick to take the credit, the evidence shows any democratic gains won in Iraq in the immediate years after the invasion were made despite, not because of, the US and their British lackey.

Indeed, an October 2003 Gallup poll of Baghdad residents makes instructive reading. Fully one per cent of respondents agreed with the BBC and Runciman that a desire to establish democracy was the main intention of the US invasion. In contrast 43 per cent of respondents said the invasion’s principal objective was Iraq’s oil reserves.

Why Gulf Wealth Matters to the UK: David Wearing interview

In his new book Dr David Wearing, a Teaching Fellow in International Relations at Royal Holloway, University of London, argues the UK’s relationship with the authoritarian GCC states (Bahrain, Kuwait, Oman, Saudi Arabia, Qatar and the United Arab Emirates) is one of “asymmetric interdependence”: the UK and the Gulf monarchies depend upon each other, but it is the UK that is in the stronger position.

Providing a historical analysis starting from the British Empire’s dominant position in the Gulf, AngloArabia: Why Gulf Wealth Matters to Britain explains how “British power has been an important factor (among others) in the promotion and preservation of monarchical rule in the region”, which, in turn, has assisted the UK maintaining its global power status since the demise of the British Empire.

Ian Sinclair questioned Wearing about the UK’s interest in the region’s energy reserves, its role in the Gulf during the 2011 Arab uprisings and how the relationship between the UK and Gulf may change in the short and long-term.

Ian Sinclair: You argue that the UK’s interest in the Gulf’s vast oil and gas reserves is not about “direct energy supply” to the UK. Can you explain why this is, and what the UK’s interest is really about?

David Wearing: Britain imported a lot of oil from the Middle East during the post-war years, but this tailed off significantly from the 1970s as North Sea oil came on stream. At this point, we import a little more than we export, and only about 3% of our imports come from Saudi Arabia, less from the other Gulf states. However, gas is an important part of the UK’s energy mix, and imports from Qatar comprise about 13% of our gas consumption.

Gulf oil does matter to the UK, but in different ways. First there’s the structural power in the world system that major states gain from control over hydrocarbons – the lifeblood of the industrialised world economy. Those sorts of geopolitical questions are slightly above the pay-grade of post-imperial Britain, but are of real relevance for the global hegemon, the United States, and the UK of course supports and complements US power in the Gulf. A reasonably stable flow of oil out of the Gulf is also important to the world economy (and thus to British capitalism, with its extensive global connections) since price shocks can be hugely disruptive. And Gulf oil remains a major commercial prize for two of the UK’s leading firms, BP and Shell.

But as I argue in the book, what the UK is interested in above all is the wealth that Gulf oil sales generate, and how it can use the connections developed with the Gulf Arab monarchies during the imperial era to attract those “petrodollars” into the British economy and arms industry.

The move to neoliberalism, and the consequent growth of the City of London alongside the decline of manufacturing export industry, has left Britain with a large and growing current account deficit. That’s the deficit between income and outgoings related to trade and investment that the UK has with the rest of the world. Running such a deficit puts downward pressure on your currency, which can be offset in two ways: first, by finding areas of the world where you can run a trade surplus, thus narrowing the overall deficit, and second, by attracting foreign inward investment, by which demand for assets in your own currency “finances” the deficit, and keeps your currency stable.

What I describe in my book is a process whereby, while neoliberalism in the UK was becoming more entrenched, the Gulf states were enjoying a huge windfall from oil prices, starting in the early 2000s and continuing until very recently. Gulf demand for imports of goods and services rocketed, as did the sovereign wealth they had available for investment. So British neoliberal capitalism and Gulf rentier capitalism came to complement each other. The UK provided the goods and services and the investment outlet that the Gulf monarchies required, while the Gulf monarchies provided an export market with which it was possible to build a trade surplus, as well as a source of capital inflows that could help finance the current account deficit.

In addition, about half of UK arms exports go to the Gulf, mainly to Saudi Arabia. Britain’s post-war strategic objective to remain a global military power despite the loss of empire requires it to maintain its own arms industry. Arms exports make that industry more economically viable, especially when we’re talking about the major, sophisticated weapons systems – military jets and the supporting infrastructure – that the UK provides to the Gulf monarchs. Those exports are a very small part of total UK exports worldwide – less than 1% – ad alternative employment could certainly be found for arms industry workers. This is not about economic benefits for the British people but the strategic priorities of the British state.

So “Gulf wealth matters to Britain”, as the book title says, but to a specific neoliberal, militaristic Britain. Gulf wealth could matter a lot less to the UK if we ran our economy differently and reconfigured our foreign relations.

IS: During the 2010-11 ‘Arab Spring’ there were significant pro-democracy protests in the Gulf, most notably in Bahrain. What was the UK’s response to these events?

DW: Notwithstanding the nominal “concerns” expressed by Whitehall about state abuses during the anti-democratic crackdown, the UK effectively took up the PR line of the Bahraini government: that the violence was down to sectarian divisions, that any abuses were regrettable mistakes, and that “reform” was now underway – led by the regime – to resolve matters. In reality, the uprising was broad based and democratic, the abuses were the predictable response of an authoritarian regime to the threat of democracy, and the “reforms” were designed to whitewash the regime’s international image and consolidate its position after that threat had been substantively extinguished. British arms sales increased during this period, and strategic military ties deepened considerably, in what was a visible vote of confidence in continued monarchical rule.

This was entirely consistent with the preceding two centuries of Britain’s involvement in the region. The Gulf was originally brought under the control of the British Empire as part of a wider buffer zone around the Indian subcontinent. Local rulers were given British protection, and through the crucial decades of state formation and development, especially as the oil revenues came in, the UK and increasingly the US played a decisive role in entrenching monarchical rule and building up the body and muscle of the coercive apparatus that blocked any prospect of socio-political change (despite the brave efforts of many of the region’s people).

In light of this, one can only attribute the common association of democracy with especially “Western values”, and the belief that authoritarianism springs from the region’s “culture”, to a refusal to look at the history, together with a deeply ingrained set of basically racist assumptions that frame many people’s understanding of our relationship with this part of the world.

IS: How might the economic and political responses needed to combat climate change alter the UK’s relationship with the Gulf?

DW: It’s increasingly understood that global decarbonisation is now a matter of urgency. Fundamentally, the majority of the world’s oil has to stay in the ground. Most Gulf oil goes to East Asia, and China in particular is making massive efforts to decarbonise. The oil-dependent Gulf monarchies could well be sitting on stranded assets, which means the petrodollars helping to prop up British neoliberalism and post-imperial militarism could soon begin to dry up. The UK needs to adapt to these realities.

IS: In the short-term, arguably the best chance for making significant and lasting positive change to the UK’s relationship with the Gulf monarchies is electing a Jeremy Corbyn-led Labour government. How difficult would it be for a newly elected Labour government to shift the UK’s relationship with the GCC?

DW: As indicated above, these relationships are contingent, not inescapable. The Labour leadership’s aim of demilitarising UK foreign policy and transitioning away from neoliberalism fit well with – and would be decisive in making possible – a major rethink of UK relations with the Gulf Arab monarchs. The fact that it is achievable, however, does not mean that it wouldn’t be a challenge.

There are interests within the Labour Party committed to Britain maintaining a major arms industry, and its status as a military power. The 2017 manifesto was clearly a compromise between those interests and the Corbyn leadership. Sustaining that compromise results in the current line that Britain can compensate for ending arms sales to Saudi Arabia by selling an equivalent value of arms elsewhere. The reality is that alternative markets simply do not exist. Ending arms sales to the Gulf will undoubtedly impact on the UK arms industry and thus the UK’s ability to maintain its status as a military power. Corbyn and his allies will likely be fine with that, especially if they (correctly) believe that alternative jobs for arms industry workers could be created as part of the proposed industrial strategy. But they will be forced to stop triangulating on this issue area, and to take on and defeat the party right. If they frame that battle around what’s happening in Yemen they could mobilise the support of the mass membership and probably win.

On the wider economic dimensions, an export-oriented industrial strategy would over time obviate the need for petrodollar inflows to finance the current account deficit, but in the short and medium term that need might remain. The Saudis would have the option of retaliating against any cessation of UK arms supplies by pulling some of their investments, and Labour should at least be war-gaming such a scenario in advance of taking office. I suspect that, in their current position of weakness, especially after the Khashoggi murder, it’s doubtful that the Saudis would want to further alienate the Western allies upon whom they depend by taking such an aggressive action. I also suspect that a major programme of public investment under a Labour government would attract a good deal of foreign capital, which may well offset any withdrawal of Saudi and Gulf capital. But again, these are challenges that Labour would have to think through and prepare for.

The major misconception I’ve found when discussing my book in public and in the media is that the Gulf monarchs have decisive power over the UK and that there’s nothing policymakers can do about the relationship. That isn’t true. Recalibrating and disentangling these relationships is certainly possible. It won’t be easy, but the coming changes resulting from global warming make this challenge an inescapable one.

Shadi Hamid, a well-respected analyst with the Brookings Institution thinktank, recently published an article titled ‘Everyone says the Libya intervention was a failure. They’re wrong’. Contradicting even the US President’s analysis of the 2011 NATO intervention – Obama is reported to describe it as a “shit show” – Hamid asserts the “intervention was successful”, later referring to the “justness of the military intervention” in Libya. As the Libyan intervention was supportedby 98 percent of British MPs and the majority of the British media, but has since been largely forgotten, it is worth interrogating Hamid’s claims.

Protecting civilians?

Hamid begins by stating “the goal” of the intervention “was to protect civilians and prevent a massacre”, noting “this is what was achieved”. This was certainly how the NATO action was officially justified and presented to the Western publics in 2011 but, as Noam Chomsky has long noted, “it is wise to attend to deeds, not rhetoric” because “deeds commonly tell a different story”.

Ignoring Chomsky’s dictum and taking governments’ public justifications at face value would mean believing Russia intervened in Syria to target ISIS or that Nazi Germany invaded Czechoslovakia for humanitarian reasons. Hamid would laugh at such naïve assertions, yet when it comes to the US government he is ideologically blind.

So what does NATO’s deeds tell us about NATO’s concern for protecting civilians in Libya?

Alarm bells were surely raised for Hamid when Anne-Marie Slaughter, a key figure in the US foreign policy establishment, explained to the New York Times that “we did not try to protect civilians on Qaddafi’s side.” However, the reality – that is, the facts and evidence – show that the US and NATO didn’t just “not try to protest civilians” loyal to then Libyan leader Muammar Gaddafi, as Slaughter asserts, but actively took part in directly killing scores of civilians and provided air cover, and military and diplomatic support for rebel forces as they committed war crimes against civilians.

In September 2011 Amnesty International published a report noting killing, torture and other abuses were being carried out by both Gaddafi and anti-Gaddafi forces. In addition, multiple news reports have noted how perhaps 30,000 dark-skinned people from the town of Tawergha were forcibly driven out of their homes – ethnically cleansed – by Western-supported rebels. One witness told IRIN News of “detainees receiving electric shocks, having cold water poured on them and being burned with cigarettes by the revolutionaries”.

Arguably NATO’s most shameful deeds occurred in the coastal city of Sirte, where Gaddafi loyalists had retreated to after Tripoli fell to rebel forces. As the Guardian’s Seamus Milne noted at the time “a two-month long siege and indiscriminate bombardment of a city of 100,000” was carried out by the rebels, with the urban area “reduced to a Grozny-like state of destruction.” How indiscriminate was the attack, you ask? Try this Reuters report from the frontline:

“Obaid pulled up in his pick-up truck to fire the multiple rocket launcher mounted on the back at Gaddafi loyalists holding out in the Libyan city of Sirte, but just as he was about to shoot, he stopped to ask which way to aim. His comrades standing nearby loudly conferred with one another then pointed him to what they agreed was the right direction and Obaid fired four Grad missiles at the city. They all cheered him and shouted ‘Allahu Akbar.’ Smoke rose above the already wrecked city, but no one could say if the Grad rockets hit the target, or even what the target was.”

Still not convinced? Then check out this Reuters video showing wild, indiscriminate fire being directed into the city.

All this was done with NATO air and special forces support, Milne notes. And despite the AFP news agency reporting on 2 October 2011 that the International Red Cross were warning of a medical emergency in Sirte the NATO-rebel attack would continue for nearly three weeks. Speaking to the Guardian, Dr Siraj Assouri said basic medical supplies had run out and people were resorting to drinking contaminated water to survive: “The conditions have been getting worse and worse. There is no medicine for heart disease or blood pressure, or baby milk or nappies.” Mohammed Shnaq, a biochemist, toldReuters the situation was “a catastrophe. Patients are dying every day for need of oxygen.”

According to AFP “some of the hundreds of residents fleeing Sirte said there had been civilian casualties there when residential buildings were hit, either by artillery fire from besieging new regime forces or by NATO airstrikes.” Asked by AFP if NATO was protecting civilians, one aid worker replied “It wouldn’t seem so”, before adding that many residents and doctors he had spoken to had complained about deadly NATO air strikes. One woman told Reuters “Everyone is being hit all day and all night. There is no electricity and no water… there is not one neighbourhood that hasn’t been hit.” AFP spoke to a Libyan charity whosaid more than 50 bodies of civilians were found under the rubble of a several-storey building flattened in a NATO air strike. Human Rights Watch noted that “several fleeing residents said that NATO bombs had struck schools.”

Echoing Milne’s reference to Grozny, as the fighting waned the Washington Post reported Sirte “appeared… to have been largely destroyed”.

“Mission creep on steroids”: regime change

So, if NATO’s intervention wasn’t about protecting Libyan civilians, what was behind it?

“Once underway, the NATO operation unilaterally expanded andqualitatively shifted the mission as authorized, and almost immediately acted to help the rebels win the war and to make non-negotiable the dismantling of the Qaddafi regime”, notes Richard Falk, Professor Emeritus of International Law at Princeton and former United Nations special rapporteur on Palestinian human rights. “This was not just another instance of ‘mission creep’ as had occurred previously in UN peacekeeping operations (for instance, the Gulf War of 1991), but rather mission creep on steroids!”

Falk’s analysis is supported by an extraordinary admission in the New York Times’s recent in-depth two-part series about the Libyan intervention. “I can’t recall any specific decision that said ‘Well, let’s just take him out’”, US Defence Secretary Robert Gates said. Publicly “the fiction was maintained” that the goal was limited to disabling Colonel Gaddafi’s command and control, noted Gates. Commenting on Gates’s testimony, Micah Zenko, a Senior Fellow at the Council on Foreign Relations, notes that “Given that decapitation strikes against Qaddafi were employed early and often, there almost certainly was a decision by the civilian heads of government of the NATO coalition to ‘take him out’ from the very beginning of the intervention.” Zenko’s conclusion? “In truth, the Libyan intervention was about regime change from the very start.” Indeed, NATO’s true intentions were so obvious that in April 2011 the Guardian’s Middle East Editor published an article titledLibya regime change is west’s goal, but doubts remain over how to achieve it’.

Another thing that is “absolutely obvious” according to Middle East specialist Professor Gilbert Achcar, was “that oil is a key factor in NATO’s intervention”. Obvious to everybody except Hamid that is, who doesn’t mention the idea Libya’s huge oil reserves were likely a key driver behind NATO’s intervention in the country in his 2,500-word article.

On 2 April 2011 Hillary Clinton’s close advisor Sidney Blumenthal emailed the then US Secretary of State with a summary of five interests his intelligence sources had told him the French had in Libya. The first item mentioned? “A desire to gain a greater share of Libya oil production”. Nothing about protecting civilians, of course.

Speaking to The Real News Network after surveying 250,000 leaked US State Department documents, Kevin Hall, the Economics Correspondent for McClatchy Newspapers, explained “a full 10 percent of them, a full 10 percent of those documents, reference in some way, shape, or form oil.”

That oil was very likely a key reason behind the Libyan intervention is confirmed by a study of external interventions in civil wars conducted by academics from the universities of Warwick, Essex and Portsmouth that found, according to one of the authors, “clear evidence that countries with potential for oil production are more likely to be targeted by foreign intervention if civil wars erupt.” Another author elaborated: “The ‘thirst for oil’ is often put forward as a near self-evident explanation behind the intervention in Libya and the absence of intervention in Syria. Many claims are often simplistic but, after a rigorous and systematic analysis, we found that the role of economic incentives emerges as a key factor in intervention.”

Were military intervention or inaction the only two choices available in early 2011?

As is common with those who support Western military interventions, Hamid frames the discussion in simplistic, black and white terms:

“…we should compare Libya today to what Libya would have looked likeif we hadn’t intervened. The country is better off today than it would have been had the international community allowed dictator Muammar Qaddafi to continue his rampage across the country.”

In the real world military intervention and inaction were not the only two options available to the West. Hugh Roberts, Professor of North African and Middle Eastern History at Tufts University and the former director of the North Africa Project at the International Crisis Group (ICG): “The claim that the ‘international community’ had no choice but to intervene militarily and that the alternative was to do nothing is false. An active, practical, non-violent alternative was proposed, and deliberately rejected.”

An ICG report from June 2011 clarifies what happened: “UNSC resolution 1973 emphatically called for a ceasefire, yet every proposal for a ceasefire put forward by the Qaddafi regime or by third parties so far has been rejected by the TNC [Transitional National Council] as well as by the Western governments most closely associated with the NATO military campaign.” This description is echoed by other reports which have highlighted how proposals for a negotiated settlement originating from Gaddafi were blocked by the US Government, while African Union peace initiatives were “killed by France, Britain and the United States”, according to Africa specialist Professor Alex de Waal. “London, Paris and Washington could not allow a ceasefire because it would have involved negotiations, first about peace lines, peacekeepers and so forth, and then about fundamental political differences”, Roberts notes. “And all this would have subverted the possibility of the kind of regime change that interested the Western powers.”

All of the facts and evidence (mainstream news reports, eye-witness accounts, expert analysis etc.) that I’ve cited above are freely available on the public record. Hamid doesn’t mention any of these, despite the fact they are extremely pertinent to – and directly contradict – the case he makes in support of the intervention.

The west, the Middle East and oil: a conspiracy theory?

Speaking in the House of Commons in January 2003, just two months before the US-UK invasion of Iraq, British Prime Minister Tony Blair stated “The very reason why we are taking the action that we are taking is nothing to do with oil or any of the other conspiracy theories put forward.”

Blair’s analysis was amplified by newspaper columnist David Aaronovitch who, ironically, would go on to write a book dismissing popular conspiracy theories. Addressing the more than one million people who marched through London in opposition to the impending war on 15 February 2003, Aaronovitch asked “Do you really believe that this parroted ‘war about oil’ stuff is true? If so, what were the interventions in oil-less Kosovo, Bosnia and Afghanistan about?”

In contrast, in 2011 Zogby International polled 3,000 people in the Arab world, asking what they thought were the most important factors driving American policy in the Middle East. The top answer, given by 53% of respondents, was “controlling oil”. Suggesting that the hackneyed phrase “people are the same the world over” is actually pretty accurate, a 2003 YouGov poll of the British public found the most popular answer to a question asking why the US and UK wanted to invade Iraq was also “to secure and control oil supplies”.

So, who’s right? Blair and his highly-educated supporters in the media like Aaronovitch or ordinary people across the world? Let’s look at the evidence.

“We’re not there for figs”

As early as December 2001 the Chief of MI6’s private secretary wrote to Sir David Manning, Tony Blair’s foreign policy adviser, explaining that the “removal of Saddam remains a prize because it could give new security to oil supplies.” Oil also seemed to be on Foreign Secretary Jack Straw’s mind when he addressed 150 ambassadors in January 2003, telling them “bolster[ing] the security of British and global energy supplies” was one of the UK’s top foreign policy objectives.

Top US policymakers had made similar calculations. Asked at the May 2003 Asia Security Conference  why the US invaded Iraq and not nuclear-armed North Korea, US Deputy Defence Secretary Paul Wolfowitz said “Look, the primarily difference – to put it a little too simply – between North Korea and Iraq is that we had virtually no economic options with Iraq because the country floats on a sea of oil.” Republican Senator Chuck Hagel, who became the US Secretary of Defense in 2013, was also at the conference. In 2007 he confirmed Wolfowitz’s comments, stating “People say we’re not fighting for oil. Of course we are. They talk about America’s national interest. What the hell do you think they’re talking about? We’re not there for figs.”

Recently released previously confidential emails to then US Secretary of State Hilary Clinton suggest similar concerns about energy resources were behind the 2011 NATO intervention in Libya. The US-based online newspaper Al Monitor reported that the emails show French spies secretly organised and funded the Libyan rebels who overthrew Gaddafi. According to one of the memos from March 2011 the French intelligence service “indicated that they expected the new government of Libya to favour French firms and national interests, particularly regarding the oil industry in Libya.”

Similarly, in September 2011, with Libyan Government forces in disarray, the US Ambassador reopened the US Embassy in the country, telling reporters “We know that oil is the jewel in the crown of Libyan natural resources”. For the New York Times the Ambassador’s remarks “were a rare nod to the tacit economic stakes in the Libyan conflict for the United States and other Western countries.”

Gilbert Achcar, Professor of Development Studies and International Relations at the School of African and Oriental Studies (SOAS), is far blunter is his assessment of NATO motivations for intervening. “It’s absolutely obvious that oil is a key factor”, he told Democracy Now! in August 2011. “And had Libya not been an oil country, they wouldn’t have intervened.”

Achcar’s conclusion may seem simplistic but it’s backed up by a recent study conducted by academics from the universities of Portsmouth, Warwick and Essex and published in the Journal of Conflict Resolution. Analysing 69 civil wars between 1945 and 1999, the study found foreign intervention is far more likely when the afflicted country has high oil reserves than if it has none.

“The biggest prize in the world”

These examples from recent Western wars in the Middle East fit perfectly with the broader historical record. Even the language stays the same. US Secretary of State Cordell Hull, 1943: “The oil of Saudi Arabia constitutes one of the world’s greatest prizes.” British Prime Minister Harold Macmillan, 1957: Middle East oil is “the biggest prize in the world”. David Wearing, who lectures on the Middle East at SOAS, confirmed the West’s long-term interests in the region in a recent tweet: “Just reviewed 40 academic accounts of history of UK-US involvement in Gulf& MidEast. Not one thinks oil isn’t strategic priority.”

With the US largely energy self-sufficient, it’s important to understand Western intervention in the Arab world isn’t about access to Middle Eastern energy supplies but about control. Speaking about the 2011 NATO war in Libya Phyllis Bennis, a fellow at the Institute for Policy Studies, explained: “It’s not about access to the oil itself. That will be on a global market. It will be part of it. It’s about control. It’s about controlling the terms of those contracts. It’s about controlling amounts that are being pumped at different times. It’s about controlling prices. It’s about controlling that crucial resource.” Former US National Security Advisor Zbigniew Brzezinski provided a Machiavellian take on Bennis’s argument in 2003. “America has major strategic and economic interests in the Middle East that are dictated by the region’s vast energy supplies”, he noted. “America’s security role in the region gives it indirect but politically critical leverage on the European and Asian economies that are also dependent on energy exports from the region.”

And it’s also important to realize that what the West wants – control of Middle Eastern energy supplies – the West doesn’t necessarily get. As Donald Rumsfeld infamously said, “Stuff happens”. For example, Libya is mired in chaos and violence (in no small part because of the Western intervention in 2011), so is unable to maximise its oil exports. And, in Iraq, a number of very lucrative oil contracts have been awarded to Russia and China – both of whom opposed the invasion in 2003.

However, all of this doesn’t change the central, inconvenient (at least for Western leaders) fact: far from being a “conspiracy theory”, arguing that oil is the key factor behind Western actions in the Middle East is one of the most evidence-based statements that one can make.
