Qatar: what the media isn’t reporting

‘Qatar Struggles To Shift Focus Away From Workers’ Rights’.

The headline in the Financial Times earlier this month confirms PR-savvy Qatar, hyper aware of the soft power boost hosting the 2022 football World Cup could be expected to create, is having trouble controlling the narrative.

The UK media, and members of the British political elite including Labour Party leader Keir Starmer, have repeatedly drawn attention to the plight of migrant labourers who have built the stadiums in the wealthy Gulf emirate – and also the terrible situation for LGBTQI+ people living there. “Homosexuality is illegal in Qatar, attracting punishments of up to seven years in prison,” The Guardian recently reported.

Embarrassing – and important – though these two issues are for Qatar, it is worth taking the time to consider what the UK media, with a few honourable exceptions, isn’t talking about when it comes to the tiny energy-rich state.

For example, one rarely sees a serious exploration of Qatar’s political system which, like many of its neighbours, is an absolute monarchy, according to the CIA World Handbook. The Emir is the Head of State, and he chooses the prime minister, deputy prime minister and council of ministers. 30 of the 45 members of the Advisory Council, or Majlis al-Shura, are elected by popular vote, though legislative drafting authority rests with the Council of Ministers and is only reviewed by the Advisory Council. And it is a deeply repressive monarchy, with Reporters Without Borders noting “Qatari journalists are left little leeway by the oppressive legislative arsenal and draconian system of censorship.” To give one example: in 2012 Qatari poet Rashid al-Ajami was jailed for 15 years – and let out after three years – for reciting a poem, in Cairo, that was “indirectly critical” of the Emir, according to The Guardian.

Second, Qatar’s key role in worsening the climate crisis. As the Guardian explained in May, “the world’s biggest fossil fuel firms are quietly planning scores of ‘carbon bomb’ oil and gas projects that would drive the climate past internationally agreed temperature limits with catastrophic global impacts”. The report cited research by German NGO Urgewald which found state-owned QatarEnergy tops the list of companies with the largest planned expansion of oil and gas in the next seven years, putting it ahead of Gazprom, Saudi Aramco and ExxonMobil.

Third, Qatar’s underhand roles in escalating the wars in Libya and Syria. In 2011 – with what the New York Times called “the blessing” of the US – Doha supplied arms to the rebels fighting to overthrow Gaddafi. However, as the New York Times went on to report “American officials later grew alarmed as evidence grew that Qatar was turning some of the weapons over to Islamic militants.” Similarly, Qatar has also been a key player in the Syrian war, with the Financial Times estimating Doha had provided £3 billion in funding to anti-Assad forces. Like in Libya, questions have been raised about the extent of Qatar’s relationship with jihadist elements in the Syrian opposition. “You have to ask who is arming, who is financing ISIS troops. The keyword there is Qatar,” German Development Minister Gerd Mueller said in 2014. The same year US Treasury Department Under Secretary David Cohen singled out Qatar as an especially “permissive jurisdiction” for terrorist financing, including of extremist groups operating in Syria.

Which leads me to the final fact largely ignored by the British media – the UK’s close relationship with Qatar and the other autocracies in the Gulf.

In May then Prime Minister Boris Johnson described Qatar as “a valued partner for the UK”. This enduring friendship meant £384 million worth of UK military export licences to Qatar were granted between 2015 and 2018, with UK fighter jets stationed at Al Udeid Air Base in the Gulf emirate. In 2017 Britain sold Qatar 24 Eurofighter Typhoon jets in a £6bn deal, which included the creation of a new (temporary) UK-based Typhoon joint UK-Qatari squadron, initially based at RAF Coningsby in Lincolnshire.

As Dr David Wearing notes in his book AngloArabia: Why Gulf Wealth Matters to Britain, the UK, under both Labour and Tory governments, has played an important role “in the promotion and preservation of monarchical rule in the region”.

One reason these inconvenient facts are rarely mentioned, let alone seriously discussed, is the massive effort and resources Qatar has put into burnishing its image on the international stage, especially in the US and UK.

After the start of the blockade of Qatar by Saudi Arabia and United Arab Emirates in 2017, Doha “hired an army of lobbyists and public relations professionals” to target Washington, D.C., Ben Freeman explained in a 2020 Center for International Policy report. This “extraordinary influence operation” included 33 different firms serving as Qatar’s registered foreign agents in the US, with Qatari foreign agents contacting the offices of more than two-thirds of all members of Congress. In the UK “Qatar has spent more money on gifts and trips for British MPs in the past year than any other country,” the Observer reported last month.

Beyond direct lobbying, Qatar projects soft power through various media outlets, including the popular Aljazeera television news channel – and Aljazeera English for Western audiences.

Like its Gulf neighbours, Qatar has also spent considerable money funding prominent Western research institutes and universities. In 2013 it gave $14.8 million to US-based The Brookings Institution thinktank in 2013, while the Qatar Foundation for Education, Science and Community Development donated £2.4 million to establish a Professorship in Contemporary Islamic Studies at the University of Oxford. In 2007 the UK’s influential Royal United Services Institute ‘defence’ thinktank opened up a branch in Qatar to “conduct research and organise conferences, on specific security questions affecting Qatar, the Gulf and the broader Middle East… as well as strengthening the traditional close links between the United Kingdom and the State of Qatar.”

In addition, a number of Western universities, such as University College London, have campuses in Qatar, and some Western specialists on the Gulf states, including Professor Gerd Nonneman and Dr Marc Owen Jones, work at Qatar-based universities.

What all this means is that many of the researchers and academics who should be the first port of call for independent, critical analysis and expertise on Qatar and the wider Gulf region are often fatally compromised.

“Donors have usually been able to rely on a culture of self-censorship taking root in the recipient institutions,” academic Dr Christopher Davidson explained about Gulf funding in his 2012 book After

The Sheikhs: The Coming Collapse of the Gulf Monarchies. “It is almost inconceivable… to imagine an academic with no alternative source of income researching and writing a serious critique of a regime that has either paid for his or her salary, scholarship, or the building that houses his or her office”.

To confirm, it’s not a conspiracy, and generally not the result of overt direction. Rather it’s the logical outcome of funding sources, career preservation and conventional human behaviour (“it’s a lot easier to accept and conform than to attack power,” Noam Chomsky pithily noted in a recent interview). And access too – if your academic research relies on visiting one or more of the Gulf states, would you risk this by making public criticisms of the ruling elites in those nations?

It should be noted that Davidson, by publicly drawing attention to this hugely important issue, is a rare voice of honesty amongst Gulf scholars. That many academics working on Qatar and the wider Gulf are steered away from certain topics and conclusions is the great unmentionable in the relatively small Gulf-focussed research community. And journalists, our supposed heroic seekers of truth, are themselves unlikely to draw attention to these squalid compromises, keen to maintain good relations with researchers for quotes and background information, and to visit the Gulf for their own work.

Of course, the British government is more than happy for its close, supportive relationship with Qatar to remain out of sight. As a UK “senior official” was quoted as saying in a 1997 book published by the establishment thinktank Chatham House: “Much of our foreign policy is conducted on the sly for fear that it would raise hackles at home if people knew what we were pushing for.”

In contrast, the job of activists and concerned citizens is to bring the UK’s reprehensible dealings with Gulf elites to the public’s attention.

And the World Cup provides a golden opportunity to push the debate beyond migrant and LGBTQI+ rights, and raise awareness about the UK’s decades-long support for the authoritarian monarchy in Doha at the expense of the democratic aspirations of the general population in Qatar and the rest of the Gulf.

In 1917, after listening to an account of fighting on the Western Front, Prime Minister Lloyd George is reported to have said “If people really knew [the truth], the war would be stopped tomorrow. But of course they don’t know and can’t know.”

80 years later and a similar quote from a “senior official” was included in a book published by the establishment think-tank Chatham House: “Much of our foreign policy is conducted on the sly for fear that it would raise hackles at home if people knew what we were pushing for.”

The government camouflages the reality of British foreign policy in a variety of ways, including blunt censorship by the British military in war zones, ‘requests’ to edit reporting by issuing D-notices, the favouring of particular journalists and, likely most important, the normalisation of policy discussion and decision making that excludes the general public – an arrangement largely taken for granted by the media.

As Hew Strachan, Professor of International Relations at the University of St Andrews, and Ruth Harris, a researcher at RAND Europe, noted in a 2020 report prepared for the Ministry of Defence, “The government’s preference is to see both strategy and defence policy as areas to be settled between it and the armed forces, and so far as possible within the corridors of power.” This means “the making of [‘defence’] strategy in today’s Britain is an elite activity, hammered out by ministers, civil servants and chiefs of staff.”

Nowhere is this defacto concealment of British actions abroad more important than the UK’s relations with the repressive monarchies in the Gulf – Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates.

Check out, for example, the 1972 Thames Television documentary about the war in the Dhofar region of Oman, available on Youtube. “The war in Oman is an unknown war and Britain’s involvement in it something of a mystery,” presenter Vanya Kewley notes about the British role supporting the dictatorial Sultan Qaboos in the war against leftist rebels. Why? “Both the British government and the government of Oman are anxious to play down the British presence in such a sensitive area of the Arab World where British soldiers are fighting and dying for the Sultan of Oman,” she notes.

Mark Curtis explains the inconvenient truth in his 2003 book Web of Deceit: Britain’s Real Role in the World: “British policy in the Middle East is based on propping up repressive elites that support the West’s business and military interests.”

“Torture, discrimination against women, the complete suppression of dissent, free speech and association and the banning of political alternatives are all the norm” in these nations, he notes.

Little has changed since then. In the UAE, “scores of activists, academics, and lawyers are serving lengthy sentences… in many cases following unfair trials on vague and broad charges,” Human Rights Watch report. Saudi Arabia recently executed 81 men on one single day. And though it seems to have been forgotten, in 2006 the head of the Saudi national security council “threatened to make it easier for terrorists to attack London” unless a UK Serious Fraud Office investigation into a UK-Saudi arms deal was halted, according to the Guardian. (Days later Prime Minister Tony Blair wrote to the Attorney General and the inquiry was, indeed, dropped).

In Kuwait – generally consider the most open society in the Gulf – criticism of the head of state is outlawed, sex between men is criminalised and nearly 5,000 books were banned in the seven years up to 2020, according to the Guardian. “Kuwaiti authorities continue to use provisions in the constitution, the national security law, and the country’s cybercrime law to restrict free speech and prosecute dissidents,” Human Rights Watch note.

How did the UK respond to the challenge the Arab Spring represented to the Gulf’s rulers? “With a major strategic vote of confidence in the conservative regional order,” David Wearing explains in his 2018 book AngloArabia: Why Gulf Wealth Matters to Britain. Speaking about the UK’s support for Bahrain following its violent crackdown against protestors in 2011, Middle East specialist Professor Rosemary Hollis noted “the British do not want to be seen – in front of the British public, Human Rights Watch and all those other NGOs that are monitoring this – to be aiding and abetting oppression of the civilian population.”

As with the quotes from Lloyd George and the unnamed “senior official” above, the underlying assumption is the British public is a threat to the UK’s support for the Gulf’s repressive elites – that people would be distressed by the truth. Indeed, occasionally it becomes clear just how much the public cares given enough information. According to John Pilger, when his 1994 documentary Death of a Nation,  about the 1975 invasion of East Timor and the genocide that followed, was first shown on TV it triggered more than 4,000 calls a minute to a helpline telephone number in the hours that followed. More recently, around one million people marched in London on 15 February 2003 in opposition to the impending invasion of Iraq – the largest demonstration in British history. And earlier this month more than 100,000 British people offered homes to Ukrainian refugees in the first 24 hours of the government scheme that allows families and individuals to bring them to the UK.

However, when it comes to revealing and explaining what the UK and the local elites are up to in the Gulf, institutions that should inform the public have not done their job.

Media coverage of UK foreign policy tends to broadly follow the priorities and interests of policymakers, with minimal space allowed for critical, independent journalism. “Key British foreign policies, particularly in the Middle East, are being routinely under- or un-reported in the UK national press”, Curtis noted in 2020. For example, on 13 March investigative journalist John McEvoy tweeted “The Guardian has published more stories about Ukraine just today than it has published about Yemen in all of 2022.”

Academic research on the Gulf is often compromised by the fact many academics and research centres focussing on the region are themselves funded by Gulf monarchies. As well as steering research away from sensitive topics, in his book After the Sheikhs: The Coming Collapse of the Gulf Monarchies academic Christopher Davidson argues this funding means “it is almost inconceivable… to imagine an academic with no alternative source of income researching and writing a serious critique of a regime that has… paid for his or her salary”.

The funders of two premier think-tanks focussed on UK foreign policy, Chatham House and the Royal United Services Institute, include the Foreign, Commonwealth & Development Office, US State Department, BP, Chevron, BAE System and the Qatar Ministry of Foreign Affairs.

Earlier this month Declassified UK’s Matt Kennard tweeted that the Westminster Foundation for Democracy – a UK government-funded organisation “working to strengthen democracy across the world” – “hasn’t a single ‘pro-democracy’ project in any of the 6 UK-backed Gulf dictatorships.”

Perhaps understandably, the anti-war movement and the broader left tends to focus on active wars, such as Ukraine now, and Iraq, Afghanistan and Libya in the last two decades. However, this means the UK’s relationship with the Gulf states has largely been ignored.

What all this means is that for decades UK governments have been able to continue their support for the despotic governing monarchies in the Gulf with relatively little public scrutiny and opposition.

The job of concerned citizens should be clear: to bring the UK’s dirty dealings in the Gulf into the public sphere. As US Supreme Court judge Louis Brandeis once famously claimed, sunlight is the best disinfectant.

An idea: how about solidarity campaigns and organisations are set up for individual Gulf states, like there is already for Palestine, Venezuela and Western Sahara? These would draw attention to UK’s support for authoritarian rulers in the Gulf, educate the British public, act as a centre of knowledge and expertise and give support to pro-democracy activists and movements in the Gulf – all of which would apply pressure on the British government.

Book review. Secret Affairs: Britain’s Collusion with Radical Islam by Mark Curtis

Informed by months of research in the National Archives, this updated edition of Secret Affairs reconfirms the so-called war on terror the West has been waging since 9/11 “is a joke”, as British historian Mark Curtis argues.

Rather than the self-serving narrative endlessly repeated by Western governments and the credulous mainstream media, Curtis underlines how, in the pursuit of foreign policy and commercial interests, the UK has colluded with radical Islam for decades. UK support has gone to two sets of actors: major state sponsors of Islamist terrorism such as Pakistan and the theocratic monarchy in Saudi Arabia, and extremist movements and organisations. The UK’s relationship with the latter has tended to be “a matter of ad hoc opportunism”, Curtis notes, with Whitehall working with Islamist groups to counter what a Foreign Office official in the 1950s called the “virus of Arab Nationalism”. With this pan-Arab movement threatening the UK’s control over the Middle East’s vast energy reserves, the UK covertly connived with Islamist forces to overthrow the elected prime minister of Iran, aswell as attempting to bring down President Nasser in Egypt and the Syrian government.

First published in 2010, this new edition includes a welcome section on how the UK fought on the same side as radical Islamist forces in the 2011 NATO war to overthrow the Libyan government. Curtis also highlights how the UK has bolstered its “longstanding special relationship” with Saudi Arabia despite – or arguably because of – the Kingdom’s military intervention to prop up the Bahraini royal family in 2011, and its ravaging of Yemen over the past three years. Most devastating of all is the chapter on the UK-US intervention in Syria. According to The Observer’s Simon Tisdall the West has been “hovering passively on the sidelines in Syria”. In contrast, Curtis notes that “beginning in 2011, Britain embarked on covert operations to overthrow the Assad regime”, working closely with those great democrats the Saudis to arm the rebels, knowing that there was a good chance the arms would reach the Nusra Front – Al-Qaeda’s branch in Syria.

Alongside Christopher Davidson’s 2016 book Shadow Wars, Curtis has written the most detailed and critical account of the West’s dangerous actions in Syria, which have both prolonged and escalated the conflict.

In a world full of Western government-created propaganda, Secret Affairs is absolutely essential reading for anyone who wishes to understand the reality of UK foreign policy.

Using the Establishment to Skewer the Establishment: UK Foreign Policy in the Middle East

In May 2017 the House of Lords Select Committee on International Relations published a report titled The Middle East: Time for New Realism. The group who compiled the report include ex-foreign policy advisers to William Hague and Gordon Brown, former Labour Defence Secretary Lord Reid and Lord Hannay, the UK Ambassador to the United Nations from 1990-95.

Some people on the left are dismissive of establishment sources. This is a shame because they can be very useful, so are worth reading carefully if one has the time. For example, the 116-page report contains original testimony from high level policymakers, giving a rare insight into elite thinking. US dissident Noam Chomsky has a similar view of the business press, arguing “it is useful to read what the ruling class tells its people… they tend to be more honest, because they are talking to people they don’t have to worry about, and to people who need to know the truth so that they can go out and make decisions”. Select committees also attract some of the best experts on the topic under consideration. As a consequence, reports such as this are considered trustworthy and credible by many, especially the establishment itself, so are useful to cite to back up one’s argument in any debate.

The report starts by noting “The UK has critical interests in the region, both economic and security”. With the stability of the oil and gas markets having a direct impact on global economic prosperity, it explains “the interest for the UK in Middle East energy remains in securing stability of global oil supplies through the Gulf and securing its own liquefied natural gas (LNG) supplies.” Stewart Williams, Vice-President of the energy consultancy group Wood Mackenzie, explains that over half of the UK’s gas is now imported, of which around a third comes from Qatar.

The region’s energy resources have long been a central geopolitical interest of the West, with the US State Department noting at the end of the Second World War that Saudi Arabia’s oil supplies were “a stupendous source of strategic power and one of the greatest material prizes in world history.”

“British commercial interests in the region are sizeable”, the report continues, noting trade in goods and services between the UK and the Middle East amounts to approximately £18.9 billion, with the Gulf states accounting for around £16 billion of this. “Above all, the Middle East dominates the UK defence export market and is the largest regional importer of British defence services and equipment”, the select committee says.

Neil Crompton, Director of Middle East and North Africa at the Foreign and Commonwealth Office (FCO), notes these security and commercial interests “draw us towards more engagement” with the region.  This euphemistic description is clarified later in the report when Hayder al-Khoei, a Visiting Fellow at the European Council of Foreign Relations, explains the UK “gives almost unconditional support” to its Gulf Arab allies. And we have no bigger Gulf Arab ally than the theocratic monarchy Saudi Arabia, who the UK has been supporting in its bombing of Yemen “in every practical way short of engaging in combat”, according to the UK foreign secretary in 2015. The report notes that in January 2016 a United Nations Panel of Experts on Yemen estimated that 60 percent of civilian deaths and injuries in Yemen were caused by air-launched explosive weapons, with “air strikes targeting civilians and civilian objects, in violation of international humanitarian law”, including refugee camps, weddings, residential areas, medical facilities, schools, mosques, markets and food storage warehouses.

“The UN has warned that Yemen is on the brink of a famine, with children paying the heaviest price”, the report notes. As of 6 July 1,600 Yemenis had died from cholera, according to UN spokesperson Stephane Dujarric.

Invited to give evidence to the select committee, the group Americans for Democracy & Human Rights in Bahrain maintains the UK’s support for the Saudi-led bombing has “likely extended the conflict and deepened UK complicity in a humanitarian catastrophe”. Moreover, the report goes on to note “The conflict in Yemen has jeopardised UK development work in the region”, with the Department for International Development forced to suspend its development programme in the country.

Discussing broader developments since the 2011 uprisings, Dr Christopher Davidson, Reader in Middle East Politics at Durham University, notes that the UK has supported counter-revolutionary forces in Egypt and Bahrain. The UK’s “supposed support of democracy… would be strongly challenged by many people” in the region, he argues. Antoun Issa from the Middle East Institute builds on Davidson’s testimony, explaining that a “large source of anti-Americanism (and anti-UK sentiment as an extension) stems from a region-wide perception that Western powers underwrite the regional autocratic order”.

Turning to the future, the selection committee believe that post-Brexit the UK government will seek “to deepen its security and trade relations with the Gulf states” with “the UK’s dependence on arms exports… likely to increase”. Worryingly, Jane Kinninmont, Deputy Head of Middle East and North Africa at Chatham House think-tank, explains that Gulf nations will see that the “UK needs new friends or renewed relationships with old friends” and consider British policy to be “more malleable and susceptible to influence”.

It gets worse. In a section titled Dilemma of Democracy Promotion the report argues “In the long term, in a more pacific context, the aim would be to actively encourage more democracy; but that is not the situation we find ourselves in. The priority is now to encourage efforts at stabilising the region.” There is that word again – “stability”. In a recently compiled list of Common Terms Used by the Elite to Mislead the Public British historian Mark Curtis argues the actual meaning of “stability” is “repression by Western-backed governments.” The report shows that Curtis is right on the money, when it explains the UK’s support for “the stability offered by hereditary family rulers” in the Gulf means it has “undergirded a system of authoritarianism.”

The dire ramifications of this shameful policy are inadvertently made clear by Neil Crompton from the FCO. The “underlying causes” of the Arab spring, including “the sense of economic disempowerment” among young people “have not really been addressed by any of the governments in the region”, he notes. So, contrary to the mainstream media’s framing of the West being interested in promoting democracy in the Middle East, a careful reading of the House of Lords report highlights a far more uncomfortable reality: that UK’s foreign policy plays a role in stifling popular movements that are trying to throw off the shackles of their authoritarian and unelected rulers.

Book review: Shadow Wars. The Secret Struggle for the Middle East by Christopher Davidson

Having published the critically-acclaimed After the Sheikhs: The Coming Collapse of the Gulf Monarchies in 2012, with his new book Christopher Davidson has broadened his analysis out to the wider Middle East. For Davidson, a Reader in Politics at Durham University, ‘the primary blame for not only the failure of the Arab Spring, but also the dramatic and well-funded rise of Islamist extremist organizations’ such as al-Qaeda and Islamic State ‘must rest with the long-running policies of successive imperial and “advanced-capitalist” administrations’ – that is, the West.

The 670-page tome (including 120 pages of footnotes) begins with a fascinating survey of the US and UK’s long history of interference around the world, opposed to any independent and democratic forces which might endanger access to natural resources or reduce the West’s geo-political advantage. In the Middle East this often covert counter-revolutionary strategy meant backing monarchs, radical Islamists and other reactionary forces, with the US taking the reins from the fading British Empire in the early 1950s. Davidson’s frequent citing of British historian Mark Curtis and American dissident William Blum hint at his own politics, though Shadow Wars delivers more detail and expertise than either Curtis or Blum. For example, there is an absorbing section about the US and UK’s support for the mujahideen fighting the Soviet Union in 1980s Afghanistan. “The US deliberately chose to back the most dangerous elements of the insurgency”, Davidson notes. The danger of this Machiavellian strategy was obvious, with 9/11 the shocking blowback.

Likely to be provocative to many, Davidson highlights a number of uncomfortable facts in chapters titled ‘Enter the Islamic State – A Phantom Menace’ and, more controversially, ‘The Islamic State – A Strategic Asset’. There is a welcome mention of the formerly classified 2012 US Defence Intelligence Agency report that notes the West wanted a ‘Salafist Principality’ to be established in Eastern Syria. Davidson also highlights how US-UK close allies Saudi Arabia and Qatar have supported the Islamic State – confirmed by Hillary Clinton’s recently leaked emails that show the former US Secretary of State explaining the two Gulf monarchies are providing ‘clandestine financial and logistic support’ to the Islamic State ‘and other radical Sunni groups in the region’. So much for the Clash of Civilizations.

An accessible, though scholarly, tour de force, Shadow Wars is absolutely essential reading for anyone interested in understanding the West’s ongoing and deadly interventions in the Middle East.

A Reader in Middle East Politics at Durham University, in 2012 Dr Christopher Davidson published the best-seller After the Sheikhs: The Coming Collapse of the Gulf Monarchies.

Endorsed by John Pilger and Ilan Pappe, in his new book Shadow Wars: The Secret Struggle for the Middle East, Davidson turns his attention to the West’s often covert counter-revolutionary activities in the region.

Ian Sinclair: What have been the US and UK’s broad aims in the Middle East since World War Two?

Christopher Davidson: Although limping through World War Two as a technical victor, Britain’s surviving global empire was nonetheless in retreat.  With repeated uprisings and national liberation movements chipping away at overseas possessions, Whitehall officials and planners were already expert in devising strategies aimed at blocking or reversing indigenous challenges. But with increasingly resource-intensive heavy industries requiring vast imports of basic materials at a cheap and stable price from their remaining colonies and protectorates, such counter-revolutionary efforts had to become much more focused on what was now the greatest threat of all: economic nationalism. Certainly the enemy insurgents Britain was facing by the mid-twentieth century were no longer being measured by their ideology, religion, or barbarity, but quite clearly by their capacity to nationalize resources and industries or, at the very least, build states capable of demanding greater stakes in the local production of wealth.

Since its secret Sykes-Picot agreement with France that effectively carved up the territories of the crumbling Ottoman Empire in the wake of World War One, Britain’s grip over much of the Middle East had been more or less uncontested. But by the 1950s a potent pan-Arab movement was threatening to unseat remaining British client rulers in the region and jeopardize lucrative trade arrangements and control over valuable resources. With ‘classic nationalism [having become] impotent’ in the Middle East, as veteran correspondent Patrick Seale once described, many of the new ‘Arab nationalist’ revolts were effectively military operations, often led by army officers intent on forcibly removing foreign influences from their countries.

Despite some muted discomfort over Britain’s stance on Arab nationalism, the United States of the mid-twentieth century was nonetheless rapidly waking up to the demands of its own resource-hungry industries and the realities of its Cold War stalemate with the Soviet Union.  Ensuring vacuums left in the wake of the retrenching European empires were not filled by such antagonistic forces bent on nationalizing assets or – equally dangerously – liberation movements likely to align themselves with Soviet-sponsored international communism, the US government and its intelligence agencies soon found themselves at the very forefront of counter-revolutionary action, even surpassing the British. As Karl Korsch put it, the US may have been based on the ideals of revolutionary France, but by this stage it was fast losing its ‘capitalist infancy’.

Advancing into the void left by Britain’s retreat, and quickly overcoming their initial fence-sitting on Gamal Abdel Nasser’s Egypt, by the mid-1950s US planners acknowledged that securing the Middle East, and especially the Persian Gulf region, was going to be vital to the future prosperity of Western industries and, in turn, for holding the Soviet Union in check.  As it was in the rest of the world, the extraction of natural resources was an obvious priority, so all indigenous attempts to nationalize economic assets – regardless of any progressive, liberal, or even democratic agendas – needed to be intimidated or destroyed by the US. In 1955, according to secret correspondence between British officials, President Dwight Eisenhower had even called for a ‘high class Machiavellian plan to achieve a situation in the Middle East favourable to our interests which could split the Arabs and defeat the aims of our enemies’.

Just two years later the region got its own ‘Eisenhower Doctrine’; an evolution of the earlier Truman and Monroe doctrines that had sought to secure US interests against international communism and foreign encroachment on the American continents. Stating that ‘the US regards as vital to the national interest and world peace the preservation of the independence and integrity of the nations of the Middle East…’, Eisenhower effectively made the Middle East a special zone of US control. Moreover, as with Truman’s more global declaration, Eisenhower sought to tie the Cold War to all threats to the Middle Eastern status quo by claiming he was ‘prepared to use armed forces to assist [any Middle Eastern country] requesting assistance against armed aggression from any country controlled by international communism’. He also proclaimed that ‘the existing vacuum in the Middle East must be filled by the US before it is filled by Russia’.

The sudden special treatment of the Middle East at this time was, for the most part, due to the simultaneous deepening of US dependency on crude oil imports. Although still a net exporter at the end of World War Two, by 1950 the US was importing a million barrels per day, and by the 1960s more than a third of the US energy demands were being met by such imports, mostly from the Shah’s Iran and the Gulf monarchies. US oil companies had already arrived on the Arabian Peninsula in 1933, eventually founding the American-Arabian Oil Company – Aramco – in Saudi Arabia, and with President Franklin Roosevelt proclaiming in 1943 that ‘the defence of Saudi Arabia is vital to the defence of the US.

IS: Though most accounts of Western involvement in the Middle East focus on the large scale interventions such as the 2003 invasion and occupation of Iraq, with Shadow Wars you’ve decided to look at the West’s often covert actions in the region. What are some of the common strategies and tactics the West has used to achieve their aims in the Middle East?

CD: Since the 1950s a variety of different strategies and tactics have been employed, mostly determined by the scale and urgency of the perceived threat to Western interests. The first ‘wave’ of activity, led by the US and Britain’s fast-growing intelligence agencies, mostly comprised of assassination attempts, false flag operations, and efforts to destabilize uncooperative governments by sponsoring street protests and public political violence. Our best case studies from this period of course include the multiple attempts to kill off Gamal Abdel Nasser, the efforts to unseat Iran’s Mohammed Mosaddegh, who sought to part-nationalize his country’s oil industry, and the steps taken to undermine various Syrian, Iraqi, and Jordanian administrations.

With other, more paramilitary threats, such as the challenges to Britain’s control over Yemen and then the Dhofar rebellion against the British-backed Omani sultan, such strategies needed to be supplemented by ‘shadow wars’ in which British forces were secretly deployed to assist the troops of their local clients or ‘proxy’ regional allies. In Yemen, for example, Saudi Arabia was conducting airstrikes with considerable British assistance and was sponsoring ‘tribal irregulars’ to fight against a new nationalist regime that had unseated a British-backed imam who had been ruling autocratically over the northern part of the country. In Oman, as well as British intelligence helping to wage a propaganda war against the rebels, the SAS was being deployed without the British parliament’s knowledge, while forces from several other pro-British states including Iran and Jordan arrived to buttress the sultan’s beleaguered army.

By the latter part of the twentieth century, with the West’s demand for Middle Eastern resources intensifying and with the Soviet Union still undefeated, a much darker strategy started to form in which US and British officials sought to cultivate an ultra-conservative pan-Islamic movement capable of countering secular, progressive or potentially Soviet-aligned national liberation movements, or even simply nationalist governments. Gestating since the 1960s, by the 1980s the strategy was bearing great fruit as a CIA and Saudi-funded international jihad had already facilitated the arrival of thousands of foreign fighters in Afghanistan and helped forge a hardline Islamic state along the vulnerable Muslim-majority southern underbelly of the Soviet Union. By the end of the decade Al-Qaeda had emerged in the jihad’s wake, and since then its leaders and various splinter organizations proved themselves more than capable of sustaining the same sort of financial networks originally put in place for the Afghan campaign.

In the 1990s such Islamic fighting forces remained a strategic, but volatile asset for the US and British intelligence agencies, with Al-Qaeda veterans helping form a jihadist ‘foreign legion’ in the Balkans to assist the Bosnian and Kosovan forces against Serbia, and with the ‘Libyan Islamic Fighting Group’ – whose leaders were living in Britain – being protected and paid by MI6 as part of a plot to remove Muammar Gaddafi from power. Al-Qaeda blowback to the West by the end of the decade, including the bombings of US embassies in Africa and the attack on the USS Cole off the coast of Yemen was largely contained. Even the massive disaster of 9/11 – which briefly threatened to expose and undo the US’s historically useful relationships with Saudi Arabia and other ultraconservative allies in the region – was successfully repackaged as a casus belli for a fresh round of US military interventions against other problematic regimes, and was carefully refocused on the immediate symptoms rather than the root causes of Al-Qaeda terror.

More recently, the nationwide revolutions in Tunisia and Egypt led to the discomforting overthrow of dictators who had opened up their economies to Western investment and had satisfactorily played the game of the post-9/11 ‘War on Terror’. Their overthrow certainly wrong-footed the Western powers, but very rapidly a series of counter-revolutions began as the West again began to call on key regional allies to either sponsor Islamist parties that could continue to uphold capitalistic structures and prevent the formation of inclusive, democratic, and secular societies, or could sponsor hard-man ‘deep state’ military dictatorships if Islamist parties proved incapable of keeping the crowds off the streets. By March 2011 a parallel campaign had also been launched to help re-direct the ‘Arab Spring’ to states such as Libya and Syria that remained antagonistic to Western interests. Wilfully fostering, funding, and weaponizing localized uprisings in an effort to create fresh nationwide revolutions, key US and British allies such as Saudi Arabia, Qatar, and the UAE all played major roles in destabilizing these long targeted Arab states, under the banner of the Arab Spring.

IS: Your book includes several sections on the ongoing Syrian war. The media and think-tank commentary around the conflict seems to be increasingly dominated by analysts who are pro-US intervention, or at least sympathetic to Western governments’ broad framing of the conflict. What do you make of the common arguments being put forward about the war?

CD: Despite the Central Intelligence Agency’s [CIA] bungled efforts in the twentieth century, the Western powers have still repeatedly sought to interfere in Syria’s affairs, with even Britain having had fairly well developed plans prior to 2011 to use the terrorist-designated Syrian Muslim Brotherhood and ‘armed men’ to destabilize the Al-Assad regime should it fail to prove more cooperative.  Given this, many seasoned commentators, and not just ardent anti-imperialists or pro-Iran/pro-Kremlin partisans, have correctly understood the dynamics behind the current, post-2011 Syrian conflict, seeing close parallels with the 1980s Afghanistan war, and understanding it as a function of covert Western assistance to Syrian opposition factions combined with more extensive support provided by the West’s regional allies to groups that have included Al-Qaeda franchises and other terrorist-designated organizations.

Nevertheless, as with the very vocal Western supporters of the Afghan ‘freedom fighters’ in the 1980s, most of whom were oblivious to the CIA’s ongoing ‘Operation Cyclone’ and the other efforts to wilfully create a hardline central Asian Islamic state, a significant proportion of the Western commentariat today continues to call for even greater Western intervention in Syria, either on some sort of selective humanitarian basis, or because Western allies such as Saudi Arabia and Qatar have been lobbying strongly for more extensive efforts to remove the Damascus administration from power once and for all, even if this would likely entail the disintegration of the Syrian nation state and the rise of yet another reactionary, conservative religious regime in the region. Indeed, most of the major think tanks and policy institutes in the United States and Britain that focus on Syria either receive substantial donations from such allied governments or, at minimum, have interests that are now incredibly closely intertwined with the political elites of the Gulf monarchies.

IS: What is the role of the Western mainstream media in the West’s ongoing shadow wars in the Middle East?

CD: In general, the Western ‘mainstream’ media seems to be suffering from something of a crisis, perhaps best exemplified by its relentlessly one-sided coverage of the British ‘Brexit’ referendum and the recent US presidential campaign, which has done little to contribute to informed debate and, as far as I can see, has helped to polarize Western society. Its coverage of international events is certainly in trouble too, as although there are still some outstanding foreign correspondents, severe cuts have drastically reduced the number able to provide high quality coalface reporting. I believe this is particularly evident when it comes to writing on the Middle East, as there are now only a handful of journalists left to cover several parallel conflicts all at once. Understandably unable to visit warzones populated by groups known to kidnap for ransom, this means that most have had to rely on difficult-to-vet intermediaries and an increasing army of organized ‘information entrepreneurs’.

Easily able to manipulate this situation, a number of bespoke media outlets and ‘atrocity propaganda’ operations either directly funded by Western governments or Western regional allies, and managed by leading PR firms, have been able to create believable, seemingly credible on-the-ground sources in countries such as Syria, Iraq, and Libya that the Western media has largely had to rely upon. Usually identifiable by their catchy logos, high definition videos, slick websites, and bilingual twitter feeds, they are often ostensibly humanitarian, civil defence, or ‘citizen journalist’ non-governmental organizations, but yet they consistently produce a highly-politicized, and often very emotive narrative that almost always seeks to undermine the adversaries of the Western powers and their regional allies.  For those who remember the ‘Nayirah testimony’ of ‘babies in incubators’ in the build-up to Operation Desert Storm, or perhaps the story of Soviet soldiers burning babies alive in Afghanistan, there is an eerie sense of familiarity.

Following the Paris terrorist attacks on 13 November 2015, the British Government has got its wish to join the air campaign against Islamic State (IS) in Syria, winning the parliamentary vote on 2 December 2015.

Ian Sinclair asked campaigners and academics to give their analysis on the on-going crisis.

Seeking to continue or escalate western intervention and war in the Middle East, as our government does, is the worst response, either to the Paris atrocities or as a solution to the region’s problems. The war on terror unleashed this nightmare – the failures of Afghanistan, Iraq and Libya – following more than a century of colonialism which created the conditions for the rise of terrorist organisations. Further war and intervention will only make the situation worse, fuelling support for terrorist organisations; war is not the answer. The UN resolution outlines crucial steps to help achieve a solution, including closing off funding channels and recruitment routes to Islamic State (IS). These two initiatives alone would significantly assist in breaking the strength of IS. Increased bombing will only boost their support and result in the deaths of countless innocents. We must stand united against any attempts to divide our communities, to stoke the fires of racism and Islamophobia. We must stand in defence of refugees, so many of whom are fleeing the very forces that have inflicted this tragedy on France. Neither they, nor our Muslim communities, can be made scapegoats for the terrorists. Only a negotiated political settlement can bring peace to Syria and the region, and ultimately there has to be a rebalancing of international relations. As part of that we must fight for a new foreign policy for Britain, rejecting its imperialist past and present, rejecting its interventionism, whether military, political or economic. The long road to peace can only be built through respect, equality and solidarity amongst peoples.

Mr Cameron’s proposal to bomb ISIS in Syria is wrong. It will inflict scant damage on ISIS, which will have evacuated likely targets in advance and, as for solidarity with the French people, is an entirely empty gesture. ISIS can be defeated only once sufficient ground troops are engaged against it. The only troops available in Syria are those of the Kurds, which Turkey, with NATO’s assent, is impeding, and those of the Assad regime, which can fully engage ISIS only once the other rebel forces arrayed against it have been defeated. This is what Russia is undertaking. The Western powers should have adopted a variant of this policy a long time ago and have themselves to blame for the fact that it is being pursued by Russia in its own interest instead of by an international coalition in the general interest. Since Cameron’s proposal does not have the agreement of Damascus, it suggests that London remains wedded to the regime change agenda that has brought so much destruction on Syria, not to mention Iraq and Libya. The pursuit of this agenda is the single most important cause of the terrorism which has hit Beirut, Paris and Tunis in the last three weeks. This agenda should be clearly renounced and our government induced to support and promote a negotiated settlement of the Syrian conflict as the indispensable prerequisite of dealing with ISIS.

Sadly, there are no quick and easy solutions to the problem of anti-Western terrorism. If the UK decided tomorrow to completely alter its foreign policy (refuse to sell arms to Saudi Arabia, refuse to support Israel’s occupation of Palestine and its war crimes; refuse to pour fuel on the fire of Syria’s civil war either through airstrikes or other support for non-existent “moderate rebels”) all that would greatly reduce the risk of terrorism against the UK but not eliminate it. The US and its allies have killed millions of Muslims since 1990, and have long made use of Islamic extremists when it has suited them as they are doing in Syria and as they did in Libya in 2011. Given that history, anyone offering a quick and completely effective way to keep westerners safe from terrorism is either ignorant of the history or ignoring it. Fixing the problem is a difficult and long term undertaking. A country like the UK (or France) would not only have to drastically change its own foreign policy but also pressure the US to change. That‘s very a tall order. On the other hand, there is a very quick and easy way to make the problem worse. Keep doing what has been done – with horrific consequences – for decades.

The attacks seem most likely the work of a Belgium-based cell which, in a sort of franchising system, has used the Islamic State’s banner. It has picked a ‘soft target’ in Parisian suburbs to demonstrate that no amount of French surveillance-state measures can ultimately block its attacks. As a hot-bed of Salafi-jihadism, ever since the beginning of substantial Saudi-Wahhabi donations to its mosques in the 1960s, Belgium has long been suspected of providing conditions conducive to such extremists.  EU or British military action in Syria serves no practical purpose given that the ‘enemy’ is a transnational non-conventional force that can move freely between borders and regroup rapidly wherever states have been sufficiently destabilized. Indeed, a compelling argument can be made that such military action worsens the situation, adding a further layer to the perceived credibility of the Islamic State in its self-claimed anti-Western, anti-imperialist stance. The EU’s response should be to counter the root causes of such European radicalisation, which will involve revisiting its members’ de facto alliances with the state sponsors of such groups or their antecedents along with suitable pressure and condemnation of those states which foster a permissive environment for their wealthy citizens to serve as private sponsors. In their present state, the Western governments are unable and unwilling to develop strategies that can actually thwart the rise and expansion of such movements. Instead, the only workable solution is for the citizens of the Western states themselves to use the mechanisms available to them to force their governments to curtail the foreign policies that continue to arm, equip and provide diplomatic coverage for the states most responsible for the present-day spectre of extremist Islamism.

Nothing can justify the actions of the murderers in Paris. Nearly all commentators and politicians have rightly condemned these attacks. Sadly, few seem willing to demonstrate consistency by condemning other killings of innocent civilians.

These include the killing of more than 2,000 civilians in Yemen by Saudi forces. The Saudi regime is morally comparable to Daesh. Far from bombing the terrorists who run Saudi Arabia, David Cameron and his ministers sell them weapons.

We can only stop terrorist attacks by tackling their causes. We can ask why there are people who want to kill us. To understand is not to justify. Successive UK governments have used UK forces as a tribute band for US foreign policy. To much of the world US forces are both murderous and hypocritical, with Obama and his colleagues condemning terrorism while helping their allies to practise it.

Fewer people are now fooled by the militarist’s trick of presenting the only alternative to bombing as “doing nothing”. The bombing of Syria will kill innocent people and it will not defeat Daesh. Putting pressure on Turkey to seal the border would make a greater difference. Ending UK support for the US and Saudi regimes would change international attitudes. Such options would not suit the aims of the British ruling class, who have far more in common with other elites around the world than they do with their own people. Militarism is international. Our resistance must be international too.
